Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with 41 U.S.C. 1906,1907, and 3307 and 10 U.S.C. 3451-3453. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W912J726RA002 is issued as a request for proposal (RFP) for Dental Support Services.



This requirement is a 100% set-aside for Economically Disadvantaged Women-Owned Small Business (EDWOSB) small business concerns under North American Industry Classification System (NAICS) 621339:Offices of All Other Miscellaneous Health Practitioners and Product Service Code Q999: MEDICAL-OTHER for Commercial Services to obtain non-personal services for Dental Support Services. Proposals are solicited from certified Woman-Owned Small Business Concerns (WOSB) concerns eligible under the WOSB Program (including Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns) in accordance with 13 CFR part 127.



Proposals received from other concerns will not be considered.



This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.



The Idaho National Guard is requesting contract services to provide examinations and treatment services in support of dental and medical readiness. Dental Exams/Treatment is a flat rate monthly charge for exam services for up to 75 exams per month, that includes: dentist fee for exams and x-rays, updating and monitoring Declass per person, overhead and profit. Exams/Treatment (SRP/Offsite)-Includes case management fee and estimated Soldiers for Follow-on-Care (Planning factor for this 10%-12% of the cases tend to need follow-on care. However, a large amount of the follow-on care would not be considered “more in-depth restorations.”




  • Anticipated Period of Performance: 27 Sep 2026 to 26 Sep 2027 for base period, and one (1) 12-month option period and up to one 6-month extension (see 52.217-9 and 52.217-8).

  • Deadline: 10 September 2026 at 4:00 PM (MDT)

  • Submission Method: Quotes shall be submitted electronically to natasha.m.spratt2.civ@army.mil. Include the solicitation number in the subject line.

  • Questions:Submit questions to the same email address no later than 1 September 2026. Questions must relate to clarification of requirements, terms, and conditions only. The contracting office will not address questions explicitly stated in this solicitation and its attachments.

  • Quoters are to review W912J726RA001 SF 1449 for 52.212-1, 52.212-1 addendums, and 52.212-2 and PWS for additional information.

    • Offerors provide the following:

      • (i): Section 1 Proposal. Complete SF 1449 or the vendor commercial proposal (no page

        limit). If providing a commercial quote without the SF 1449, the commercial quote MUST include all elements in paragraph (a) of 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services, and the statement requested in (a)(6), provide information pertaining to price only and provide complete pricing per SF 1449 line item schedule.

      • (ii): Section 2 Capability Statement. A capability describing how the quoter intends to provide the services required in this solicitation. Stating "will comply with PWS" is not sufficient. The statement must describe the vendor's capability to meet the agency's needs as described in this solicitation. Not to exceed ten pages, Times New Roman or Arial, size 12, margins at 1-inch, single space.

      • (iii): Section 3 Past Performance. The Government will review information obtained from Government sources including Contractor Performance Assessment Reporting System (CPARS),System of Award Responsibility/Qualifications (also known as Federal Awardee Performanceand Integrity Information System (FAPIIS)), Supplier Performance Risk System (SPRS) Score, and other sources of information. Vendors shall submit a three-page past performance sheet. The past performance attachment can include Federal, non-Federal, and Private Sector. The combined experience submitted to the Government shall not exceed three pages, font Times New Roman or Arial, size 12, margins at 1-inch, single space. Information exceeding three pages will not be considered.



    • This solicitation is a Request for Proposal (RFP). A proposal is not an offer.



  • Basis of Award: The Government will award a firm-fixed-price (FFP) purchase order resulting from this solicitation to the responsible quoter who provides the lowest acceptable quote that demonstrates understanding of the requirements and conformance with the solicitation. This acquisition is being conducted under simplified procedures for commercial products and commercial services. To efficiently identify the lowest acceptable quote, the Government may evaluate quotes by first ranking them from lowest to highest price. The Government will then evaluate the technical and past performance factors of the lowest-priced quote. If the lowest-priced quote is determined to be acceptable, the Government may evaluate no other quotes and proceed to award.

  • 1) Quotes failing to meet all the terms and conditions of this solicitation, including buy terms, line-item descriptions, and attachments, will not be evaluated for award. The Government reserves the right to seek clarifications on the contents of the proposal if determined necessary by the Contracting Officer.

    (2) Quotes will be evaluated with review criteria for:

    • (i) Technical: The degree to which the quoter's proposed service meets the Government's requirements. Merely stating 'will comply with all PWS requirements' is insufficient.

    • (ii) Past Performance: The Government will consider primary Government sources for pastperformance such as Supplier Performance Risk System, Contractor Performance AssessmentReporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS),and other sources. Absent past performance with Government, the Government will considerexperience from the commercial market and/or experience as a subcontractor. Past performance shall be relevant to the type of work in the Performance Work Statement. The purpose of past performanceis to assess performance risk and capacity to perform.

    • (iii) Price. Price will be evaluated to identify the lowest acceptable proposal. The Government will evaluate the proposed price to determine price reasonableness. Price reasonableness will be established by comparing the quoted prices received in response to the solicitation, comparing quotes to the Independent Government Cost Estimate (IGCE), or using other accepted techniques.



  • Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote isunacceptable if the option prices are significantly unbalanced. The evaluation of options does notobligate the Government to exercise the option(s).

  • Notice of Purchase Order Award: The purchase order is the Government's offer to a supplier to buycertain products or services upon specified terms and conditions. A binding contract is formed when the supplier accepts the Government's offer, either by written acceptance of the purchase order or substantial performance of the purchase order. The contracting officer may request that the contractor provide written acceptance of the order.

  • Responsibility Determination: Separate from the price evaluation described above in paragraph (2)(iii), if the lowest acceptable quote features a price that is abnormally low, the Contracting Officer may use that as an indicator of performance risk. In such cases, the Contracting Officer may require the quoter to provide additional information (such as a breakdown of labor rates, material costs, or a risk mitigation plan) specificallyto make an affirmative determination of responsibility and ensure the quoter has the capacity andcompetence to perform the requirement at the quoted price. Failure to demonstrate the capacity toperform at the quoted price may result in a determination of non-responsibility. Because this solicitation is set aside for Economically Disadvantaged Women-Owned Small Business (EDWOSB) concern, any determination of non-responsibility for the apparent successful quoter will be referred to the cognizant Small BusinessAdministration (SBA) office for a Certificate of Competency (COC) determination in accordance with 13 CFR part 127.

  • Quoters are to review W912J726RA001 SF 1449 FOR 52.212-1, 52.212-1 addendums, and 52.212-2 and the PWS for additional information. In the event of a discrepancy between this combined solicitation and the SF 1449, the SF1449 shall govern.
