NOTICE TO BIDDERS
Sealed proposals for performing the work herein described will be received by the Village Boardof Sleepy Hollow, New York, at the Office of the Village Clerk, 28 Beekman Avenue, SleepyHollow, NY 10591, on April 16, 2025 at 10:00 a.m. and immediately thereafter the bids will be publicly opened and read aloud in said office.
The work consists of the construction of a permeable brick paver walkway and a perforated underdrain, adjacent to River Street in the Village of Sleepy Hollow. Other related work shall include the removal and hauling of the existing stonedust walkway, protection of existing site features along the residential housing and walkways, as well as preparing, restoring and cleaning the project area all in accordance with the plans and specifications as directed by the Engineer.
An alternate has been added to this project which includes the construction of an additional permeable brick walkway at Horan Landing. This project is also known as “Ichabod’s Landing Public Access Improvements”.This project is funded in part by an Environmental Protection Fund Local Waterfront Revitalization Program Grant from the New York State Department of State.
All bidders will have to provide good faith efforts to satisfy the following applicable requirements:Minority-Owned Business Enterprise goal is $38,967.Woman-Owned Business Enterprise goal is $38,967.Service-Disabled Veteran-Owned Business goal for purchasing commodities, services and technology in the performance of this contract, with a goal of reaching 6%.Equal Employment Opportunity (“EEO”), the provisions of Article 15-A §312 of the ExecutiveLaw and the rules and regulations promulgated thereunder pertaining to equal employment opportunities for minority group members and women shall apply to the Contract.
Contract Documents may be obtained at the above office of the Village Clerk on or after 2:00 p.m.,March 25, 2025 upon payment of a cash deposit, certified check or a company check in the amount of $75.00 for each set, which will be refunded upon return of said Contract Documents in good condition within 10 days after receipt of Bids. Bids shall be made on the separate Bid Proposal Forms furnished with the Specifications and must be accompanied by a Bid Bond acceptable to the Village or a certified cashier’s check drawn on a solvent bank in the amount of not less than 5% of the total amount of the Bid. Checks shall be A-2 made payable to the Village of Sleepy Hollow, New York, and are to be held by the Village as a guarantee for the proper execution and delivery of the Contract and bonds to secure the faithful performance thereof. In default of such execution and delivery of Contract and Bonds, the amount of the deposit represented by the check shall be forfeited to and retained by the Village of Sleepy Hollow as liquidated damages.
Contractors submitting a bid are strongly encouraged to visit the site prior to submitting a bid.Proposals shall be enclosed in a sealed envelope bearing the name and address of the Bidder, addressed to the Village of Sleepy Hollow, 28 Beekman Avenue, Sleepy Hollow, New York 10591and endorsed “Proposed Chic Galella Walkway Improvement Project (aka Ichabod’s LandingPublic Access Improvements), Sleepy Hollow, New York.”The Village of Sleepy Hollow reserves the right to reject any and all Bids, to waive any informality in any Bid, and to award the Contract to other than the lowest Bidder if deemed in the best interest of the Village to do so.
