SECTION ONE
1.1 Purpose
The City of Bristol, Virginia and all agencies thereof are requesting sealed bids on the placement
of incidental hydraulic cement concrete items as listed in this document in accordance with the
City's specifications and which meet current Virginia Department of Transportation Road and
Bridge specifications and Virginia Department of Transportation Road and Bridge Standards.
1.2 Scope
This document contains general information relating to the evaluation process, selection criteria,
and mandatory requirements, which must be addressed for a bid to receive consideration.
1.3 Closing Date and Time
The bidder will submit the following:
* One original and three copies of the sealed bid must be mailed to or hand-delivered to:
ATTN: Nikki Asher, City of Bristol, VA, 300 Lee Street, Bristol, VA 24201. The
outside envelope must be labeled with the ITB number and title, as follows: ITB #
PW-27-004 Hydraulic Cement Concrete-In Place.
* The City requires one original and three paper copies of the sealed bid. No faxed or
electronically submitted bids will be accepted. Those wishing to submit electronically
may do so via the eVA procurement platform while also submitting the required paper
copies to the City by the due date. Bids will not be accepted after the closing date and
time. All bids shall become property of the City and will not be returned.
* Bids are due by 2:00 p.m. EST, June 11th, 2026.
Bids will be publicly opened on June 11th, 2026, 2:00 p.m. EST at City Hall Council Chambers,
300 Lee Street, Bristol, VA 24201.
It is the responsibility of the bidder to assure that the bid is delivered to the place designated for
receipt of bid prior to the closing time set for receipt of bid. No bid received after the time
designated shall be considered. The officer or agent, whose duty it is to accept the bids, will
decide when the specified time has arrived.
1.4 Inquiries & Addendum
If any prospective Bidder has questions or inquiries about the specifications or other solicitation
documents, the prospective Bidder should contact Nikki Asher, Purchasing Clerk via email at
nikki.asher@bristolva.gov by 10:00 a.m. (EST) on May 27, 2026. No changes resulting in
questions are official unless issued in writing in the form of an addendum issued by the City. If
applicable, the addendum will be released on June 1, 2026. The addendum will be posted to the
City's website.

1.5 Qualifications of Bidders
The Bidder shall be a VDOT prequalified contractor and shall provide evidence of such with the
bid submittal. A list of VDOT prequalified contractors can be found at:

1.6 Bid Evaluation
Evaluation of bids will be based on criteria set forth in this invitation. Evaluation will be based
on per linear foot, per square yard, or unit price, for each material type.
The City reserves the right to make multiple awards as a result of this solicitation. The award(s)
will be made to the lowest responsive and responsible bidder(s) meeting the requirements of the
solicitation. The City reserves the right to conduct any tests it may deem advisable and to make
all evaluations. The City also reserves the right to reject any or all bids, in whole or in part, to
waive informalities and to delete items prior to making the award, whenever it is deemed in the
sole opinion of the City to be in its best interest.
1.7 Rejection of Bids
The City reserves the right to reject any and all bids, to waive informalities and to negotiate with
the low bidder if the bid exceeds budgeted funds. Exceptions to the specifications may cause the
bid to be deemed non-responsive and to be rejected as such.
1.8 Term of Agreement and Renewal
The initial contract will cover a one (1) year period, in accordance with the City's Fiscal Year,
beginning with Fiscal Year ending June 30, 2027, FY2027 (July 1, 2026 to June 30, 2027). The
contract may be renewed by the City upon written agreement of both parties for two (2)
additional one (1) year periods, under the terms of the current contract, and at a reasonable time
(approximately 90 days) prior to the expiration. The contract shall not exceed three (3)
consecutive years. The cost of materials or services that are the subject(s) of this agreement shall
not exceed a 3.5% increase at the time of such renewal.
SECTION TWO
2.1 General Instruction and Specifications
2.1.1 Street, Highway Work and Alley Work
The City of Bristol, Virginia is requesting sealed bids from qualified contractors to provide
placement of incidental hydraulic cement concrete items in accordance with the City's
specifications and that will meet current Virginia Department of Transportation Road and Bridge
Standards.
The Contractor shall provide all labor, equipment, and hydraulic cement concrete to complete the
specified project with the exception of stone.

The City will be responsible for the following:

* Provide all stone and assist in its placement
* Provide all traffic control

Reinforcing steel shall be No. 5 rebar placed on 1 ft. square pattern and with a double mat in the
vertical sections. Footings can be single mat placed on 1 ft. square pattern and installed
according to Section 406 of the 2020 Edition of VDOT Road and Bridge Specifications.
12) RW-2 Concrete Gravity Retaining Wall Cubic Yard
All bids shall be indicated in writing and in figures. Should there be a discrepancy between the
two, the written bid shall be given precedence.

3.1 GENERAL TERMS AND CONDITIONS
A. VENDORS MANUAL
This solicitation is subject to the provisions of the Commonwealth of Virginia Vendors
Manual and any changes or revisions thereto, which are hereby incorporated into this
contract in their entirety. The process for filing a complaint about this solicitation is in
section 7.13 of the Vendors Manual. (Note section 7.13 does not apply to protests of
awards or formal contractual claims.) The procedure for filing contractual claims is in
section 7.19 of the Vendors Manual. A copy of the manual is normally available for
review at the purchasing office and is accessible on the Internet at eva.virginia.gov under
"I Sell To Virginia".
B. APPLICABLE LAWS AND COURTS
This solicitation and any resulting contract shall be governed in all respects by the laws
of the Commonwealth of Virginia, without regard to its choice of law provisions, and any
litigation with respect thereto shall be brought in the circuit courts of the Commonwealth.
The agency and the contractor are encouraged to resolve any issues in controversy arising
from the award of the contract or any contractual dispute using Alternative Dispute
Resolution (ADR) procedures (Code of Virginia, 2.2-4366). ADR procedures are
described in Chapter 9 of the Vendors Manual. The contractor shall comply with all
applicable federal, state and local laws, rules and regulations.
C. ANTI-DISCRIMINATION
By submitting their bids, bidders certify to the Commonwealth that they will conform to
the provisions of the Federal Civil Rights Act of 1964, as amended, as well as the
Virginia Fair Employment Contracting Act of 1975, as amended, where applicable, the
Virginians With Disabilities Act, the Americans With Disabilities Act and 2.2-4311 of
the Virginia Public Procurement Act (VPPA). If the award is made to a faith-based
organization, the organization shall not discriminate against any recipient of goods,
services, or disbursements made pursuant to the contract on the basis of the recipient's
religion, religious belief, refusal to participate in a religious practice, or on the basis of
race, age, color, gender sexual orientation, gender identity, or national origin and shall be
subject to the same rules as other organizations that contract with public bodies to
account for the use of the funds provided; however, if the faith-based organization
segregates public funds into separate accounts, only the accounts and programs funded
with public funds shall be subject to audit by the public body. (Code of Virginia, 2.2-
4343.1E).
