HVAC System Replacement and Upgrade/Refrigerated Air Conversion

Please note that a BID BOND IS REQUIRED with a quote package in accordance with FAR 28.101-1 (a): A contracting officer shall not require a bid guarantee unless a performance bond or a performance and payment bond is also required (see 28.102 and 28.103). Except as provided in paragraph (c) of this subsection, bid guarantees shall be required whenever a performance bond or a performance and payment bond is required.

Since the Solicitation is marked “Yes” in box 12a requiring performance and payment binds, and the FAR Clause 52.228-15 Performance and Payment Bonds-Construction (Jun 2020) is included in the Solicitation, BID BONDS ARE ALSO REQUIRED.

Please submit appropriate bid bonds as required for a complete and valid quote submission package.

DUE TO FIRE SEASON, FOREST SERVICE PERSONEL HAS NOT BEEN ABLE TO RESPOND TO ALL THE RFI QUESTIONS AS OF TODAY. EXTENDING THE QUOTE PACKAGE DUE DATE TO 6-26-2026 AT 12:00pm MOUNTAIN TIME. ONCE RFI RESPONSES ARE POSTED HERE, THE FOREST SERVICE WILL ENSURE THERE WILL BE 7 DAYS TO SUBMIT QUOTE PACKAGES, BUT WILL NOT BE SOONER THAN 6-26-2026.

The existing HVAC systems serving facilities at the Smokey Bear Ranger District have sustained significant operational degradation due to wildfire impacts and subsequent water intrusion, resulting in compromised indoor air quality, reduced system reliability and increased risk of equipment failure. This project proposes full replacement and upgrade to HVAC systems to restore safe, functional and compliant building operations. During recent wildfire events airborne ash and fine particulate matter infiltrated multiple buildings and mechanical systems. Ash accumulation has been documented within ductwork and air handling components

The USDA Forest Service requires construction and mechanical services to replace and upgrade heating, ventilation and air conditioning (HVAC) systems at multiple facilities within the Smokey Bear Ranger District, Lincoln National Forest, Ruidoso NM. The requirement includes removal of existing systems, installation of new refrigerated HVAC systems, repair or replacement of associated ductwork, and upgrades to controls and distribution systems as necessary to support reliable year-round building operations.
