RE: ADDENDUM #2, BID NO. 20260290, HURRICANE RECOVERY FOR ENGLEWOOD BEACH BASKETBALL COURT
Bidders are hereby notified that this addendum shall be made a part of the above-named proposal and contract documents.
The following is issued to modify, and/or clarify the proposal and contract documents. These items shall have the same force and
effect as the original bid and contract documents, and bids to be submitted on the specified date shall conform with the additions,
deletions and revisions as listed herein.
ITEM #1
QUESTIONS/ANSWERS:
Q1: The scope references replacement of approximately 2,860SF of the basketball court surface with a 3"
asphalt layer. It also states that all repaired areas are to be sanded to minimize visibility. If the intent is to remove
the existing asphalt and install a new 3" asphalt surface throughout, could you clarify which specific areas would
require sanding or blending? We want to ensure we are interpreting the repair versus full replacement scope
correctly.
A1: The repair area (missing 70 SF) is expected to be 3” to match existing, then the entire court area gets
a 2” overlay.
Q2: Are as-built drawings or original construction plans available for the basketball court? Access to existing
plans would help us confirm existing grades, slopes, drainage intent, and finished elevations.
A2: As-builts are attached. As-built drawings reflect conditions at the time of preparation. Due to
subsequent modifications, repairs, or site changes, actual field conditions may differ. All dimensions and
conditions should be verified in the field prior to bidding and construction.
Q3: Under Step B4, the scope specifies installation of Type SP 9.5 asphalt compacted to a 2.00" depth as an
overlay of the court. Can you confirm whether this 2" SP 9.5 layer is intended to be installed over the referenced
3" asphalt layer, or if it replaces part of that thickness?
A3: It is an overlay. The 2" SP 9.5 layer is intended to be installed over the referenced 3" asphalt layer.
Q4: Since we were unable to attend the pre-bid meeting, please confirm whether submission of any pre-bid
attendance form, acknowledgement, or additional documentation is required in order for us to remain eligible to
submit a bid.
A4: The prebid sign-in sheet has been posted on the County’s purchasing website. Any modifications to
the bid specifications will be addressed via an addendum.
Q5: Document says overlay but also say replace surface. Is it full removal and replacement or patching of
existing and an overlay?
A5: The repair area (missing 70 SF) is expected to be 3” to match existing, then the entire court area gets
a 2” overlay.
BID NO. 20260290, ADDENDUM NO. 2
Q6: For the 70SF of undermined areas, what is the assumed repair depth?
A6: The repair area (missing 70 SF) is expected to be 3” to match existing, then the entire court area gets
a 2” overlay.
Q7: If full depth repair is required, what base material and compaction is required? Shell, limerock?
A7: The 70 SF of repair area should have a compacted base material consistent with the substrate under
the existing court area. Stabilized subgrade of acceptable base material aggregate, compacted to 95%
modified proctor. Acceptable base material aggregate consists of crushed rock, gravel, or stone that is
clean, hard, and durable.
Q8: What slope tolerance is required?
A8: 1% or 1” in 10’ is acceptable for Sport Court tolerance.
Q9: Is it possible to do a test pit at one of the edges to see what’s under? Or, is there any as-built plans?
A9: As-builts have been provided. Prospective bidders are encouraged to visit site to review conditions.
Q10: What are the specifications for tack coat? Material type and application rate?
A10: See provided specs.
Q11: The damage is not just surface. It’s edge erosion because there are no supports.
A11: Minor edge repair should be included with the overlay, the complete replacement is confined to the
approximately 70 sq ft area that is defined.
Q12: Is the Contractor responsible for all the permits? Does the start time of the 45 calendar days begin after the
permits are acquired?
A12: Yes, if required. 45 days from Notice to Proceed.
Q13: After installing new asphalt it would take about 15-30 days for the asphalt cure time before we can apply
the final coatings on top. Does the 45 calendar days take this time into consideration?
A13: Yes, it does. It is based on an industry guideline for sport court repairs and we have completed
similar projects within this timeframe. If special circumstances arise they will be considered for time
extension.
ITEM #2 CORRECTION: The page 18, SP-03 SCOPE OF WORK in paragraph 2, please strikethrough
“Additionally, the Contractor shall replace 2,680 SF of basketball court surface with 3-inch asphalt and acrylic
overlay” and replace with “The existing court is 3” asphalt, the missing portions which total approximately 70 SF
is expected to be 3” to match existing. Then the entire court area will be a 2” overlay.”
This addendum is binding and is to be considered as if contained within the original bid documents of Bid No. 20260290. Bidders
are required to acknowledge receipt of this addendum on their bid forms.
