INTRODUCTION
The Kent County Purchasing Division is soliciting quotations for the replacement of a gas fired steam
humidifier located at the Kent County Human Services Complex, 121 Martin Luther King Jr. St. SE, Grand
Rapids, MI 49507. Kent County requires a driSteem GTS-LX-300 model, alternates will not be accepted.
Once the project commences, work will be continuous until completion. Work is desired to be
completed by July 31, 2026.
SCOPE
The Facilities Management Department is soliciting quotes to remove an existing humidifier and replace
it with driSteem GTX-LX-300 model. Humidifier is located in the Penthouse of the Human Services
Complex.
* Disconnect, remove, and dispose of existing humidifier driSteem GTS04-300 from the facility.
* Transport new humidifier driSteem GTS-LX-300 to the Mechanical Penthouse, make connections
and provide complete installation including but not limited to:
Check that electrical breaker, wire size, and disconnect meet minimum specifications
required and update if necessary.
Check gas lines and valves are in good working condition, and that they meet minimum
specifications required and update if necessary.
Check venting is within required specifications and update as needed.
Check water supply is in good working condition and that minimum required water
volume can be obtained at new unit and update if necessary.
Hook up new humidifier to existing water softener and check operation.
Hook up humidity output supply to existing ERU unit and check operation.

* Facility has loading dock and elevator to Mechanical Penthouse, but it will be the awarded
bidder's responsibility to measure and verify removal and installation path to endpoints are
possible and act accordingly if partial disassembly is required.
* Factory start up and operations check.
* Existing humidifier approximate dimensions 55"L x 33"W x 42"H.
* Connect new unit to existing Building Management System equipment utilizing a start/stop
enable and 0-10v contacts for humidity wand sensor in ductwork and test operation with Kent
County staff.
Dimensions, if furnished, are for general reference only and should be verified by Respondent.
Kent County will award and contract for the goods and services in this Solicitation in an efficient and
timely manner. In no event will notification of award be more than 45 days from the date of submission.
The Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County
Purchasing Division website are incorporated by reference and shall be deemed to have the same force
and effect as if fully set forth herein.
MANDATORY PRE-SUBMISSION ON-SITE CONFERENCE

A mandatory pre-submission conference is scheduled for this Solicitation. Attendee should arrive a
minimum of 5 minutes before the conference scheduled date and time to sign in. Attendee will not be
allowed to sign in after the conference has commenced at mandatory meetings and is disqualified
from participating in this Solicitation.
The conference provides equal opportunity to seek clarifications and inspect the location (if applicable).
Attendee shall have fully reviewed all Solicitation documents and correspondence prior to the
conference. Attendee is responsible for taking meeting notes and shall be an employee or authorized
reseller of the Respondent with requisite knowledge, skill, and abilities to participate.
INQUIRIES
Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division
Inquiry Blog via the Bid Opportunities page or during pre-proposal meetings. Kent County reserves the
right to determine the response format or not respond, at its sole discretion.
DELIVERY DATE WARRANTY
Respondent, at time of submission, shall in good faith quote a delivery date after full and careful
consideration of materials, production schedules, labor availability and other relevant factors.
Respondent shall notify Kent County Purchasing in writing within (10) business days of purchase order

receipt if the confirmed delivery date is later than the quoted delivery date. The County reserves the
right to either accept the confirmed delivery or cancel the purchase order. Respondent acknowledges
that any agreement pursuant to this solicitation is in reliance upon Respondent's confirmation of
delivery. Respondent may incur liquidated damages if delivery is more than (15) business days from the
confirmed delivery date.
SECURITY
Contract employees requiring access to County facilities must undergo a criminal background check
before starting work. This means EVERYONE including visitors from the "home office," substitute
workers, regional supervisors, etc.
Kent County will conduct a thorough criminal background check of all contractor employees assigned to
this facility. Kent County shall be the sole determiner of the suitability of potential contract employees
to work in this facility. The Respondent should expect that it will take up to three weeks to conduct a
criminal background check. Inquiries on the status of background checks will not be permitted during
this time. The Respondent should have sufficient personnel approved by Kent County so that absences
can be covered. Criminal background checks will be done at no cost to the Respondent. Excessive
background checks may constitute a cost to be determined by Kent County. The County reserves the
right to permanently bar any contract employee for behavior it deems inappropriate.
A list of employees for background checks must be available no later than a day after the Respondent is
awarded the contract so that adequate staff are approved for at the start of this contract.
Reading or removal of files, forms or other paperwork which may be on desks and/or files will not be
permitted and shall be basis for immediate termination of this contract by the County. Service providers
must always have proper identification (including a picture). This identification must be presented upon
request by any County staff member.
REFERENCES
Provide 3 references of current/past customers who can verify the quality of products and/or services of
similar size and scope your company provides. References may not include any current/past Kent County
employees.
BID BOND
No Bid Bond is required if Respondent's offer is less than $500,000. If the offer is withdrawn after
Solicitation opening, Respondent may be removed from the Bidder's List ("Vendor Registration")
pursuant to Kent County Purchasing Central Purchasing and Open Market Procedures for Goods
and Services section D.13 Failure to Perform Satisfactory.
Each offer over $500,000 must be accompanied by a Bid Bond executed by the Respondent and payable
to County of Kent for 5% of the total amount of the offer. Attorneys-in-fact who sign Bid Bonds, Payment
Bonds or Performance Bonds must file a certified dated copy of their Power of Attorney. A certified
check, bank draft, cashier's check, or negotiable U.S. Government bond (at par value) may be submitted
In lieu of a Bid Bond. Personal checks are NOT acceptable.

If requested, the Original Bid Bond must be received by the Kent County Purchasing Division within 2
business days of request. Bid Bonds of unsuccessful Respondents will be returned after the Solicitation is
awarded. The Bid Bond of the successful Respondent will be retained until the contract is fully executed
by all parties involved.
PERFORMANCE AND PAYMENT BOND
Each contract over $50,000 must be accompanied by a Performance Bond and a Payment Bond, each
payable to the Owner (County of Kent) and each in the amount of 100% of the contract price with a
corporate surety approved by the funding agency, for the faithful performance of the contract.
WARRANTY
All goods shall consist of the original manufacturer warranty in addition to any other warranties specified
in this Solicitation. Respondent shall execute all documents necessary to transfer applicable express
warranties to Kent County. The Respondent shall not disclaim any warranty recognized by Michigan law
including the Warranty of Merchantability or the warranty of Fitness for a Particular Purpose.
INVITATION FOR BID/RFQ SUBMISSION
Complete submissions must be received in the Kent County Purchasing Division on or before the due
date/time specified by the designated clock (local time). Late, faxed, or emailed responses will NOT be
considered.
Submissions may be submitted electronically on the Bid Opportunities page of the Kent County
Purchasing Division's website. Respondent must include a complete submission as 1 non-password
protected PDF document.
Respondent shall submit the Submission Form ("Bid Form" "Response Form") posted on the Bid
Opportunities page of the Kent County Purchasing Division's website. Click the Submit Online icon to
submit electronically or to print the Submission Form. Respondent must submit the Bid Bond with
Submission Form.
The time required to upload a submission may vary. Respondent assumes all risks associated with
electronic submission, including all technological difficulties, and deems the County and its service
provider harmless and without fault. Successful electronic submissions are confirmed via Respondent's
email. Respondent shall view the link in the confirmation email to determine accuracy prior to due
date/time.
Submissions that deviate from the Solicitation specifications will only be considered if the deviations are
clearly detailed and noted within the submission. In case of a dispute regarding the true intent and
meaning of the specifications, the County's interpretation will prevail. When a Solicitation states no
alternates, no deviations are permitted.
Kent County is not liable for cost incurred prior to award. A submission shall constitute an irrevocable
offer for a period of 45 days from the due date/time. In the event the notification of award is not made

within 45 days from the due date/time, the Respondent may withdraw or provide a written extension of
their submission.
Submissions may only be withdrawn by written request if the request is received before the due
date/time. Withdrawals after opening shall be subject to Kent County Fiscal Policy - Centralized
Purchasing 5(i)(2).
