The City of St. Helens is seeking proposals from qualified individuals or firms to provide Human Resources Professional Services, including but not limited to:

Update personnel policies and procedures handbook
Develop recruitment and hiring processes
Review and update job descriptions
Manage employee performance evaluation processes
Process employee leaves of absence
Implement employee training programs
Conduct wage surveys and classification studies
Create a volunteer program
Provide additional HR support as needed
