I.
Introduction
New York State Homes and Community Renewal (“HCR”) consists of all the major housing and
community renewal agencies of the State of New York (“State” or “NYS:), including the
Housing Trust Fund Corporation (“HTFC” or “Agency”). HCR includes other agencies (i.e.,
Affiliates) not directly involved in this Mini-Bid Solicitation (“Solicitation”) process.
II.
Purpose
The Housing Trust Fund Corporation is issuing this Solicitation seeking proposals from vendors
on its prequalified list (“PQL”) of Energy Audit Services firms (“Firms” or “Proposers”) for the
provision of Utility Analysis Services in both the Upstate and Downstate Regions of the State.
This PQL was established by way of a 2023 request for proposal process for Sustainability and
Environmental Technical Assistance Services (“2023 RFP Process”).
Responses to this Solicitation are limited to all firms currently on the Agency’s PQL for Energy
Audit Services resulting from the 2023 RFP Process. Please note that the Scope of Work for this
Solicitation will be performed remotely. Therefore, all firms on this Agency’s PQL are eligible
to provide a proposal response.
III.
Background
Historically, the Agency has benchmarked the utility usage of portions of its multifamily housing
portfolio by using HUD Utility Schedule Model (“HUSM”) and Basis of Design (“BoD”)
methodologies to assess the Agency’s Utility Program. The Utility requirement has grown
significantly in that time and currently approximately 1,100 projects (4,500 buildings) are
required to benchmark their energy usage with the Agency each year (see 2025 Covered Building
List on our website).
Data collected is reviewed for basic completeness (whole building, aggregated) and outliers
(particularly low- or high-usage), furthering updates to the annual maintenance plan and process
from HCR’s portfolio of high-performance, all-electric buildings.
The Agency anticipates the number of properties required to benchmark to grow by 30-50
properties each year. Further information on the current Utility Analysis Program and the 2025

IV.
MWBE and SDVOB Participation Goals
For purposes of this Solicitation, the Agency hereby establishes an overall goal of 30% of total
contract expenditures for minority and/or women owned business enterprise (“MWBE”)
participation, 15% for minority-owned business enterprises (“MBEs”) and 15% for women-
owned business enterprises (“WBEs”). In addition, the Agency hereby establishes a goal of 6%
of total contract expenditures for Service-Disabled Veteran Owned Business (“SDVOB”)
participation.

VI.
Scope of Services (“Scope of Work”)
The Agency is seeking to analyze Utility that will help the Agency administer the Utility
Program, streamline data collection, improve data quality, and increase program compliance.
1. The successful Proposer(s) (“Contractor(s)”) will provide HTFC with the services indicated
below.
a. Develop methodology using HUSM as the basis for development.
b. Develop BoD for typical building typologies across the State.
c. Develop modeling protocols for each BoD in each climate zone:
I. Dynamic load profiles for high-performance standards like Passive House;
and
II. Digital twin for actual building(s) within the Agency’s portfolio.
d. Gather and analyze utility rates across the State.

e. Analyze benchmarking data from all-electric, high-performance buildings in HCR’s
portfolio (and/or other portfolios with accessible data with HCR’s approval).
f. Develop and document methodology for annual updates to the Utility Analysis

g. Conduct at least two stakeholder engagements and review sessions and incorporate
feedback into the final deliverables.
h. Conduct internal HCR staff and external market training on how to properly use and
apply the new tables.
i. Conduct annual updates to the Utility Analysis table(s) for the period of the contract.
2. The successful Proposer(s) will provide HTFC with the Plans, Deliverables and Reporting
indicated below.
a. Delivery Plan.
b. Evaluation Plan.
c. Reporting.
3. The successful Proposer(s) (“Contractor(s)”) will deliver the items described in this
Solicitation. An outline of the minimum deliverables is provided below.

(step-by-step guide) and annual update process. Must
include updates from utility data from HCR’s portfolio of
high-performance, all-electric buildings.
The Contractor(s) will submit a monthly or quarterly payment request, the frequency to be
determined following the award, along with reports that provide detailed information on the
specific work completed. The formal structure of such reports and payment requests will be
decided by HTFC and provided to the successful Proposer(s) resulting from this Solicitation
process. Any supporting documentation of invoices for payment accompanying reports shall be
consistent and supportive of the other, detailing the labor and materials costs by services
provided, identifying provider staff involved, by title and hourly rate, detailing costs being
charged.

Questions and Answers
Any questions or requests for clarification regarding this Solicitation must be submitted by way
of email to contractunitinfo@hcr.ny.gov no later than the date identified in the “Calendar of
Events and Milestone” section of this Solicitation. The “Subject” line of the email should indicate
“2026 Utility Analysis Questions.”
Questions will not be accepted orally and any question received after the deadline may not be
answered. The list of questions/requests for clarifications and the Agency’s responses will be
posted in a timely manner on HCR’s Procurement Opportunities webpage.
Proposers should note that all clarifications and exceptions are to be resolved prior to submission
of the proposal. Any deviation in proposer response may be factored into the selection process.
An electronic version of this Solicitation will be posted on HCR’s website in addition to any
subsequent changes, additions or deletions to the Solicitation, including the timelines and target
dates. Proposers are encouraged to check HCR’s website frequently for notices of any
clarifications, changes, additions or deletions to the Solicitation.
VIII. Amendments/Addenda
HTFC reserves the right to modify any part of this Solicitation including, but not limited to, the
date and time by which proposals must be submitted and received by HTFC, at any time prior to
the Deadline for Submission of Proposals date listed in the “Calendar of Events and Milestones”
section of this Solicitation. Modifications to this Solicitation will be made by issuance of
amendments and/or addenda. Any amendment or addendum to this Solicitation will become part
of this Solicitation.
