HSR26-16 M2M Collaborative Design-Build Services

The California High-Speed Rail Authority (Authority) anticipates requesting approval to release a Request for Qualifications (RFQ) for Collaborative Design-Build Services for the Merced to Madera Civil Works Project from its Board of Directors at its June 24, 2026 meeting.

RFQ Timeline

Subject to approval and direction by the Board of Directors, the anticipated timeline for the RFQ is as follows:

June 24, 2026: Board of Directors consider approving release of RFQ

July 2026: RFQ released on the California State Contracts Register (Cal eProcure)

July 2026: Pre-Bid Conference & Small Business Workshop

- Registration Information to be provided following RFQ release

November 2026: Statements of Qualifications due

December 2026: Shortlisting of qualified teams

A draft RFQ is available as an attachment to this event on Cal eProcure. Be advised that the collaborative design-build contract resulting from this procurement will require compliance with the Authority's Small Business Program.

The draft RFQ is subject to change and approval from the Board of Directors. This announcement does not constitute a release of an RFQ or an invitation to bid. Be advised the draft RFQ or its approval, if granted by the Board of Directors, does not constitute a release of the final RFQ.

Substantive questions regarding this announcement may be submitted only after the RFQ is approved by the Board of Directors and released on Cal eProcure and should be submitted to Emily Morrison at M2M@hsr.ca.gov.

Information regarding the Pre-Bid Conference and registration will be provided when the RFQ is released.
