REQUEST FOR PROPOSALS

Notice is hereby given that the County of Union will receive proposals on

September 25, 2025 at 11:00 A.M. EDT in the Union County Administration Building,

10 Elizabethtown Plaza, Law Conference Room, 5th Floor, Elizabeth, NJ, for the provision of:

HOUSING AND URBAN DEVELOPMENT-VETERANS AFFAIRS SUPPORTIVE HOUSING VOUCHER PROGRAM (HUD-VASH) TWENTY-TWO (22) PROJECT BASED VOUCHERS

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.

***Proposal delivery is strongly encouraged to be made by Commercial Mail Carrier (USPS, FEDEX, UPS) so that tracking information is confirmed. Hand deliveries to the Administration Building will be received but without a receipt of confirmation.***

Requests for Proposals may be obtained by:

All questions regarding the RFP must be made in writing directed to BOTH Carolyn Sullivan Kropp, Esq., Office of the County Counsel and Nicholas Micheludis. Questions may be emailed to nmicheludis@ucnj.org and ckropp@ucnj.org.

Proposals must be made in the form required by the specifications and One (1) Original, six (6) Paper hard copies and One (1) PDF electronic copy on a CD or Thumb Drive must be delivered to reach Carolyn Sullivan Kropp, Esq., Office of the County Counsel, Union County Administration Building, 5 ^th Floor, 10 Elizabethtown Plaza, Elizabeth, New Jersey 07207, Attention: “PROPOSALS- HOUSING AND URBAN DEVELOPMENT-VETERANS AFFAIRS SUPPORTIVE HOUSING VOUCHER PROGRAM (HUD-VASH)” prior to the stated time for the receipt of proposals.

All information requested in the Request for Proposals must be provided or the proposal may be disqualified. Proposals MUST BE SEALED and labeled “PROPOSALS –HOUSING AND URBAN DEVELOPMENT-VETERANS AFFAIRS SUPPORTIVE HOUSING VOUCHER PROGRAM (HUD-VASH) prior to the stated time for the receipt of proposals and received no later than 11:00 A.M. on September 25, 2025. The Board of County Commissioners reserves the right to reject any and all proposals, to waive any informality in the RFP process, and to accept any proposals which, in their judgment, are most advantageous, price and other factors considered, and will best serve the interest of Union County.

Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.\

SOLICITUD DE PROPUESTAS

Se notifica que el Condado de Union recibirá propuestas el 25 de septiembre de 2025 a las 11:00 a.m. EDT en el Edificio de Administración del Condado de Union, 10 Elizabethtown Plaza, Sala de Conferencias Jurídicas, 5.º piso, Elizabeth, NJ, para la prestación de:

Las propuestas se solicitan mediante un proceso justo y abierto, de conformidad con la Ley N.J.S.A. 19:44A-20.4.

***Se recomienda encarecidamente que la entrega de las propuestas se realice por correo comercial (USPS, FEDEX, UPS) para confirmar el seguimiento. Se recibirán entregas en persona en el Edificio de Administración, pero sin recibo de confirmación.***

Las solicitudes de propuestas se pueden obtener:

1. Descargando la propuesta de la página web del Condado ( www.ucnj.org ); directamente visitando ( http://ucnj.org/vendor-opportunities/rfqs-and-rfps/current/ ) a partir del 21 de agosto de 2025;
2. Las propuestas pueden ser enviadas por correo, previa solicitud, llamando a la Oficina del Asesor Jurídico del Condado al (908) 527-4250.

Las propuestas deben ser presentadas en el formato requerido por las especificaciones y deben entregar una (1) original, seis (6) copias impresas y una (1) copia electrónica en formato PDF en CD o memoria USB a Carolyn Sullivan Kropp, Esq., de la Oficina del Asesor Jurídico del Condado, Edificio de Administración del Condado de Union, 5.º piso, 10 Elizabethtown Plaza, Elizabeth, Nueva Jersey 07207, Atención: “PROPUESTAS – VIVIENDA Y DESARROLLO URBANO – PROGRAMA DE VALES DE VIVIENDA DE APOYO PARA ASUNTOS DE VETERANOS (HUD-VASH)” antes de la fecha límite establecida para la recepción de propuestas.

Se debe proporcionar toda la información requerida en la Solicitud de Propuestas o la propuesta podría ser descalificada. Las propuestas DEBEN ESTAR SELLADAS y etiquetadas como “PROPUESTAS – VIVIENDA Y DESARROLLO URBANO – PROGRAMA DE VALES DE VIVIENDA DE APOYO PARA ASUNTOS DE VETERANOS (HUD-VASH)” antes de la hora indicada para la recepción de propuestas y a más tardar a las 11:00 a. m. del 25 de septiembre de 2025. La Junta de Comisionados del Condado se reserva el derecho de rechazar todas las propuestas, de prescindir de cualquier informalidad en el proceso de la Solicitud de Propuestas (RFP) y de aceptar aquellas propuestas que, a su juicio, sean más ventajosas, considerando el precio y otros factores, y que mejor beneficie a los intereses del Condado de Union.

Los proponentes deben cumplir con los requisitos de N.J.S.A. 10:5-31 y siguientes y N.J.A.C. 17:27.
