Housing Quality Standards Inspection Services for Units Participating in the City of Davis Affordable Housing Programs

The City of Davis (City) invites qualified individuals and companies to submit proposals to provide Housing Quality Standards (HQS) inspection services for Affordable Housing Units participating in the City of Davis’ Affordable Housing Program. Proposals from self-employed individuals, including semi-retired home inspectors who can be trained to conduct HQS inspections on-call, are welcome. The selected contractor will conduct approximately 200-240 annual inspections, including re-inspections and special inspections, for properties owned and managed by individuals and corporations with some tax credit Section 8 Housing Choice voucher clients and units. HQS inspections must adhere to the guidelines established by the U.S. Department of Housing and Urban Development.

Questions about this RFP are required to be submitted via email to Iris Grace by Thursday, January 9, 2025 at 5:00 p.m.

All proposals are due no later than 3:00 p.m. on Monday, January 13, 2025, at which time they will be recorded at the Department of Social Services and Housing staff City Hall. Late submissions will not be accepted. To be considered, proposers must send one (1) color original, one (1) USB flash drive with a searchable PDF copy of the proposal in its entirety, and three (3) hard copies of their proposal in a sealed envelope with the name of the company submitting the proposal and the title of “RFP Housing Quality Standards (HQS) Inspection Services for units participating in the City of Davis Affordable Housing and Rental Resources Programs” to:

All proposals are due no later than 3:00 p.m. on Monday, January 13, 2025.
No late proposals will be accepted for any reason. No exceptions will be allowed.
Proposers assume all risk of untimely or non-receipt of proposals.
