Summary

The City of Montgomery is seeking a consultant to develop a practical, data-driven Two-Year Strategic Housing Implementation & Investment Plan. The plan will focus on expanding affordable and workforce housing, advancing infill development, and supporting neighborhood revitalization in alignment with the City’s economic and infrastructure priorities.

The consultant will evaluate current housing conditions, conduct GIS-based spatial analysis, identify redevelopment and infill opportunities, and assess funding tools and investment strategies. The outcome will be a set of clear, actionable, and financially feasible recommendations leveraging Opportunity Zones, public‑private partnerships, federal programs, and other financing mechanisms.

Key responsibilities include assessing housing needs and affordability gaps, developing GIS datasets and maps, creating an investment strategy, outlining workforce and affordable housing solutions, preparing an infill development plan, defining stakeholder roles, and producing a detailed two‑year implementation roadmap with timelines, responsible parties, funding sources, and performance metrics.

Deliverables include the comprehensive housing plan, executive summary, GIS package, investment strategy matrix, stakeholder framework, and two-year action timeline. The selected consultant must demonstrate strong experience in housing planning, GIS analysis, municipal work, and implementation-focused strategy development.
