The City of Norfolk (“City”) seeks a qualified consulting firm (“Contractor”) to conduct a housing condition study. The findings of the study will allow elected officials, City staff, stakeholders, and community members to gain insight into the local housing conditions, identify the most critical and common healthy housing issues, and develop recommendations to promote healthy, stable, affordable, and inclusive housing for all.
