The City of Thousand Oaks is seeking a qualified contractor to operate and manage its LEED-certified Permanent Household Hazardous Waste Collection Facility (PHHWCF), one of the most active municipal HHW programs in the region. The Facility serves Thousand Oaks and unincorporated Ventura County residents, processing over 13,000 carloads and managing more than 500,000 pounds of hazardous materials annually — volumes that have grown substantially in recent years.
The selected Proposer will provide full-service facility operations, including staffing, transportation, and disposal of collected HHW; Very Small Quantity Generator (VSQG) services; support for the City's long-standing Material Reuse Program; and may be selected to operate the City's door-to-door collection program through the City's Exclusive Franchise Waste Hauler. The City is looking for a partner with proven HHW management expertise, strong regulatory compliance practices, and a demonstrated commitment to environmentally responsible operations.
This is an opportunity to partner with a City that has prioritized sustainability and innovation in HHW management since 1990, including operating one of the largest municipal HHW programs in Ventura County and employing nationwide best management practices to continue serving as a model for other jurisdictions. The City welcomes proposals from experienced, full-service vendors capable of delivering safe, efficient, and high-quality HHW facility operations.
The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis.
