INVITATION TO BIDDERS

Sealed bids will be received on Tuesday, May 26, 2026, by the Terrebonne Parish Consolidated
Government (TPCG) Purchasing Division. at the 301 Plant Road, Houma, LA 70363 until 2:00 P.M as
shown on the Purchasing Division Conference Room Clock, and TPCG shall at that time and place
publically open the bids and read them aloud.

Bid documents are posted on http://www.centralauctionhouse.com/rfp.php?cid=65. To view these,
download, and receive bid notices by e-mail. you must register with Central Auction House (CAH).
Vendors/Contractors have the option to submit their bids electronically or by paper copy. For
information about the electronic submittal process, contact Bobby Callender with Central Auction
House at (225) 810-4814.

Each bid shall be either hand delivered by the bidder or his agent, or such bid shall be sent
by United States Postal Service registered or certified mail with a return receipt requested or shall
be submitted electronically with Central Auction House (CAH). Bids shall not be accepted or
taken, including receiving any hand delivered bids, on days which are recognized as holidays by
the United States Postal Service.

No bid received after the scheduled time for opening will be considered. Failure of the U.S. Mail to
deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be
extended.

Project Description: To perform the complete demolition of the Houma Power Plant
inclusive of the main Steam Plant Building, boilers, cooling towers, utilities, and associated
equipment and buildings. The work will consist of demolition of all equipment and disposal of all
materials as identified within the project specifications and plans for this project.

Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the
Bidding Documents. A single set of Bidding Documents shall be issued at the cost of reproduction to
contractors who are licensed by the Licensing Board of Contractors.

This Project shall require a Louisiana Contractors license number for Building Construction;
subclassification - Rigging, House Moving, Wrecking and Dismantling; and Municipal & Public
Works Construction; subclassification - Power Plant; and Hazardous Materials; subclassification
- Asbestos Removal and Abatement, Hazardous Waste Treatment or Removal, and Lead Based
Paint Abatement and Removal.

Bidding Documents for this Project are on file in the office of the Terrebonne Parish
Consolidated Government, Purchasing Division. 301 Plant Road. Houma. Louisiana. Please contact
Ann Schouest at GIS Engineering, LLC at bidquestions@gisy.com (please put project name in subject
line of email) for any clarification or information with regard to the specifications.

Two Pre-Bid Conferences and site walk will be held in which the contractor will be required to
attend at least one to qualify to submit a bid. The first Mandatory Pre-Bid Conference and site visit will
be held on Tuesday, April 21, 2026 with the second Mandatory Pre-Bid Conference and site visit being
held on Tuesday. April 28, 2026. Both Conferences held at the office of GIS Engineering. LLC located
at 197 Elysian Drive, Houma, LA 70363 with a site visit to follow at the project site location (Houma
Power Plant), located at 1551 Barrow Street. Houma, LA 70360.

The Terrebonne Parish Consolidated Government reserves the right to reject any and all bids in
accordance with Louisiana State Bid Law.
