Scope:

The County of Orangeburg is soliciting competitive bids to establish a one (1) year contract for

providing Hot Mix Asphalt for use on C-Fund Road Construction projects. This solicitation is for a

price per ton of asphalt mix picked up at the successful vendor’s facility. The contract will be used

as the primary source for the product specified and individual purchase orders shall be made

under this blanket agreement. Actual quantities will depend upon road paving requirements that

develop during construction of these C-Fund Roads. The quantity specified below ill not be

ordered at one time but will be ordered and picked-up as needed during construction.

Material and Delivery:

1. All materials furnished under this solicitation must meet SC Department of Transportation

specifications for Hot Mix Surface Course Type C. This solicitation covers only approved

products at the loading point of the successful bidder’s facility. An approved mix design

must accompany this quote.

2. The County of Orangeburg is obligated only to the extent of authorized calls placed by

authorized personnel against this contract. The County will furnish a list of individuals, by

name and title, that will be authorized to place orders under this contract.

3. All material is to be picked-up at the successful bidder’s HMA facility by authorized County

personnel in County vehicles only. All purchases made under this contract shall be

accompanied by a delivery ticket which contains the following information:

a) Vendor’s name and address

b) Purchase order number

c) Date of pick-up

d) Ticket number

e) Quantity and type of mix

4. The estimated quantity of hot mix asphalt purchased under this solicitation will be 10000

tons to be used on C-Fund Road Construction Projects. Coordination with the successful

bidder to schedule asphalt pick-ups will be made by County personnel at least two (2) days

prior to paving.

Bid evaluations will consider proposed mix prices along with the travel distances to the

HMA Facility, from the roads being paved, to determine the most advantageous location for

pick-up.

Vendor has Certificate of Insurance Liability to include Workmen’s Compensation Insurance
