Instructions:
The City of Saco is soliciting bids for Hot Mix Asphalt for the period of April 1, 2026 to April 1, 2027.
Bidders/Contractors shall thoroughly review the entire bid solicitation package and become familiar
with all of the specifications within the document. If the Bidder/Contractor would like to submit a bid
for any or all of the bid items within this contract, please fill out the attached “Bid Response Form”.
Bids must be submitted on the “Bid Response Form” in a sealed envelope marked “2025 Hot Mix
Asphalt”. Bids will be accepted until 1:00pm on Wednesday, March 18th 2026 at the Public Works
Department located at 15 Phillips Spring Road, Saco, Maine, 04072. There will be a public opening of
all bids received at that time.
The following roadway machine placed Hot Mix Asphalt gradations are being bid: 9.5mm, 12.5mm, and
19mm. Each gradation of roadway machine placed Hot Mix Asphalt will have three different pricing
options depending on the final quantity of placed mix for each mobilization to a project. A bid shall also
be provided for picked up/loaded unit prices for 9.5mm Hot Mix Asphalt, 12.5mm Hot Mix Asphalt,
19mm Hot Mix Asphalt, curb mix, and cold patch. Also included in this bid solicitation is a bid request
for sidewalk paving, parking lot paving, driveway paving, hand placed paving, cold planing, reclaiming,
reclaiming with cement, and bituminous tack coat.

General Specifications:
All materials shall be approved or rejected by the Director of Public Works or his designated
representative.
“Picked Up” materials shall be loaded into City trucks at the Contractor’s Hot Mix Asphalt plant as
identified in the bid unless otherwise stated.
All equipment must be properly licensed, registered, and inspected in accordance with Maine and
Federal Laws. All operators and drivers shall be properly licensed and trained to operate within a public
way.
If requested by the City, the Bidder shall provide gradation reports and job mix designs for all materials
being bid if applicable.
For estimating purposes, the City of Saco annually places between 10,000 – 13,000 tons of Hot Mix
Asphalt in various locations throughout the City’s pavement network. The City also rehabilitates one or
two large parking lots per year. The amount of sidewalk paving, driveway paving, reclaiming,
reclaiming with cement, and cold planing varies from year to year and the quantity is undetermined.

The quantities for cold patch and curb mix will also vary and are undetermined.
All Hot Mix Asphalt will be measured in tons. The contractor must have a functioning and certified
scale to accurately weigh each load. A ticket for each load must also be supplied that shows the date,
time, material, and weight.
Prior to the City scheduling placement of Hot Mix Asphalt, the Contractor must submit proof of
insurance as follows:
Equipment and Vehicle, Liability: $1,000,000 minimum.
Liability Insurance: $1,000,000 single occurrence and $2,000,000 maximum.
Workers’ Compensation Insurance: as required by the State of Maine.
A fuel surcharge price may be negotiated with the City of Saco for each pay item when the New
England average cost of diesel fuel is greater than $4.50 per gallon.
An asphalt surcharge price may be negotiated with the City of Saco for each pay item if the price of
asphalt has extreme changes in price after the bid opening.
The City may use bids at its discretion. The City will evaluate the unit price, the quality of the proposed
product, the quality of the installation, the proximity of the bidder’s plant to the project, the Contractors
references, and the Contractor’s schedule when making a determination on which Contractor will be
used for each project.
Bids may be awarded to different suppliers for different materials. Due to the nature of its business, the
City reserves the right to purchase asphalt materials from additional suppliers if required to meet the best
interest of the City.
Contractor shall be responsible for all traffic control during all operations. Traffic control shall be in
accordance with the MUTCD. All signs, cones, drums, barricades, flagger paddles, personnel, and any
other traffic control related equipment shall be considered incidental to the work item being performed.
Technical Specifications:
Roadway Machine Placed Hot Mix Asphalt (9.5mm, 12.5mm, 19mm)
These items shall cover the complete placement of a uniformly blended, homogenous mixture of Hot
Mix Asphalt on an approved base. The Contractor shall compose the Hot Mix Asphalt with aggregate,
performance graded asphalt binder, and mineral filler if required. The Contractor shall size, uniformly
grade, and combine the aggregate fractions in proportions that provide a mixture meeting the grading
requirements.
The acceptable temperatures of all mixes is 300 ̊ F(+/- 25 ̊ F) at the time of delivery in the truck or in the
paver; unless other temperatures are approved prior to paving.

The Contractor may utilize either a 64-28 or 58-28 performance graded asphalt binder.
HMA plants shall conform to AASHTO M156. The scales shall be inspected and sealed by the State
Sealer annually to verify their accuracy. Plant scales shall be checked prior to the start of the paving
season, and each time a plant is moved to a new location. An approved automatic ticket printer system
shall be used with all approved automatic Hot Mix Asphalt plants. The Contractor shall dry and heat the
aggregates for the Hot Mix Asphalt to the required temperature. The Contractor shall properly adjust
flames to avoid physical damage to the aggregate and to avoid depositing soot on the aggregate. The
Contractor shall combine the dried aggregate in the mixer in the amount of each fraction of aggregate
required. The Contractor shall measure the amount of PGAB and introduce it into the mixer in the
amount required. The aggregate shall be coated completely and uniformly with a thorough distribution
of the PGAB. The resultant material shall be a uniformly blended, homogenous Hot Mix Asphalt
mixture.
The City of Saco will determine when Hot Mix Asphalt may be applied. If weather conditions change
during a paving operation, paving may be suspended by the Contractor or City until the City determines
it is acceptable to pave. The City will not pay for any Hot Mix Asphalt not placed or wasted because of
weather interruptions.
Trucks used for hauling Hot Mix Asphalt Pavement shall have tight, clean, and smooth metal dump
bodies, which have been thinly coated with a small amount of approved release agent to prevent the
mixture from adhering to the bodies. Solvent based agents developed to strip asphalts from aggregates
will not be allowed as release agents. All truck dump bodies shall have a cover of canvas or other water
repellent material capable of heat retention, which completely covers the mixture. The cover shall be
securely fastened on the truck, unless unloading.
Pavers shall be self-contained, self-propelled units with an activated screed (heated if necessary) capable
of placing courses of Hot Mix Asphalt Pavement in full lane widths. The Contractor shall operate the
paver in such a manner as to produce a visually uniform surface texture and a thickness. The paver shall
have a receiving hopper with sufficient capacity for a uniform spreading operation and a distribution
system to place the mixture uniformly, without segregation in front of the screed. The screed assembly
shall produce a finished surface of the required evenness and texture without tearing, shoving, or
gouging the mixture. Pavers with extendible screeds shall have auger extensions and tunnel extenders as
per the manufacturer’s recommendations
Rollers shall be static steel, pneumatic tire, oscillatory, or approved vibrator type. Rollers shall be in
good mechanical condition, capable of starting and stopping smoothly, and be free from backlash when
reversing direction. Rollers shall be equipped and operated in such a way as to prevent the picking up of
hot mixed material by the roller surface. The use of rollers, which result in crushing of the aggregate or
in displacement of the Hot Mix Asphalt, will not be permitted.
The City may reject any equipment that they find to be defective or incapable of properly performing
quality work.
On areas where irregularities or unavoidable obstacles make the use of mechanical spreading and
finishing equipment impracticable, the Contractor shall spread, rake, and lute the Hot Mix Asphalt with

hand tools to provide the required compacted thickness. Solvent based agents developed to strip asphalts
from aggregates will not be allowed as release agents.
Immediately after the Hot Mix Asphalt Pavement has been spread, struck off, and any surface
irregularities adjusted, the Contractor shall thoroughly and uniformly compact the Hot Mix Asphalt by
rolling. The Contractor shall roll the surface when the mixture is in the proper condition and when the
rolling does not cause undue displacement, cracking, or shoving. The Contractor shall prevent adhesion
of the Hot Mix Asphalt to the rollers or vibrating compactors without the use of fuel oil or other
petroleum-based release agents. Solvents designed to strip asphalt binders from aggregates will not be
permitted as release agents on equipment, tools, or pavement surfaces. The Contractor shall immediately
correct any displacement occurring because of the reversing of the direction of a roller or from other
causes to the satisfaction of the City. Any operation other than placement of variable depth shim course
that results in breakdown of the aggregate shall be discontinued. Any new pavement that shows obvious
cracking, checking, or displacement shall be removed and replaced at no cost to the City. Along forms,
curbs, headers, walls, and other places not accessible to the rollers, the Contractor shall thoroughly
compact the Hot Mix Asphalt with mechanical vibrating compactors. The Contractor shall only use hand
tamping in areas inaccessible to all other compaction equipment.
Rolling methods shall be used to compact the mix to a target of 95% its maximum density.
The paver shall maintain a uniform head of HMA during transverse and longitudinal joint construction.
Longitudinal joints shall be generally straight to the line of travel, and constructed in a manner that best
ensure joint integrity.

Payment for these items shall be full compensation for all labor, equipment, materials, and incidentals
necessary to: supply, manufacture, deliver, place, compact, and finish the hot mix asphalt and any other
incidental items. The Contractor and the City of Saco shall agree on the amount of Hot Mix Asphalt
Pavement that has been placed each day. Hot Mix Asphalt will be paid and measured by the Ton.
Payment will be determined based on a total from the Hot Mix Asphalt delivery slips.
