Project Description: University Medical Center of El Paso (UMC) seeks proposals from qualified Emergency Medical Services (EMS) providers interested in establishing a contractual partnership to support a hospital-based ECMO, Specialty Care, Critical Care, and Interfacility Transport Program serving El Paso County, surrounding West Texas, and Southern New Mexico, including Southeastern New Mexico.
UMC anticipates providing a dedicated specialty transport ambulance, advanced clinical equipment, and qualified clinical personnel. The selected EMS partner will provide the licensing, franchise authority, staffing, operational infrastructure, and other services necessary to support a safe, compliant, and sustainable transport program.
Respondents are encouraged to propose multiple partnership models that accommodate ECMO retrieval, mechanical circulatory support, specialty and critical care transport, and selected interfacility transfers, including transportation between outside healthcare facilities when authorized.
UMC seeks a financially sustainable partnership that preserves operational flexibility, supports regional access to advanced medical care, and allows for future expansion of transport capabilities based on service demand and organizational needs.
