  • Maintenance Bond: Required upon project completion

Additional Requirements
  • Non-Collusion Affidavit must be included in the bid package

  • Prevailing Wages: Davis-Bacon Act applies

  • Contract documents include requirements for:

    • Prevailing labor wage rates

    • Labor standards and nondiscrimination

    • Goals for minority and female participation

    • MBE and WBE involvement

    • Section 3 residents and businesses participation

  • Bidders must submit documentation showing:

    • Outreach and commitments to minority and women-owned businesses

    • Compliance with BABA (Build America, Buy America) requirements

Bid Evaluation
  • Bids may be held for up to 60 days for review and bidder qualification.

  • Elk County Commissioners and Brockway Borough Municipal Authority reserve the right to reject any or all bids and to waive informalities.
