II. Purpose
The City of Hopkins is seeking a qualified consultant team ("Consultant") to develop
a comprehensive parking demand and management strategy ("Plan").

III. Project Description
The Plan will analyze both current and future parking demand in Downtown Hopkins
and surrounding areas. The City is seeking Consultant expertise to address parking
considerations within the downtown and Municipal parking lots. The Plan will serve
as an implementation document used to guide parking policies and regulations for
present and future growth around Downtown Hopkins.
The Plan will consider curb management opportunities for Autonomous Vehicles
(AVs), Transportation Network Company drivers (TNCs), delivery services, on-street
bicycle facilities, and sidewalk cafes. Consideration will also be given to how to
maximize the opportunities at the Blake Road and Shady Oak Station LRT park and
ride lots. The Plan will look to the future and identify long-range opportunities to
consider utilizing municipal parking lots for residential urban infill redevelopment
and opportunities for other uses.
The selected Consultant will be responsible for engaging with residents, business
owners, staff, elected officials, experts and users on parking management and
operations to develop a Plan that reflects the community's opportunities and needs.
The Plan will ultimately result in an implementation strategy to develop an on-street
and municipal parking lot strategy in Downtown Hopkins. The Plan aims to focus on
maximizing the current system and surrounding areas for fee recover through
parking revenue generation for maintenance and operation costs of the City's
parking system.

IV. Background
The City of Hopkins automobile parking supply includes on-street parking
throughout the City, a municipal parking ramp off 11th Avenue South, on-street
parking along Mainstreet with varied time limits, residential permit parking on 12th
Avenue North, and municipal parking lots with daytime and overnight parking
permits available on a daily, monthly, quarterly and annual basis. The current total
of downtown municipal parking lot/ramp spaces is 1,009 across eight Hopkins
Municipal Parking lots/ramp.
Free parking in Downtown parking lots and within Mainstreet on-street parking is
allowed for a duration of one to three hours depending on the lot or space. For
parking over the one to three hour limits, permits are available for most municipal
lots and the ramp. However, the permitting process is antiquated and requires a
paper permit purchased at Hopkins City Hall, which lessens compliance. Overnight
parking is available for Hopkins residents with a special permit in the municipal
ramp, and Lot 200 and 300.
The primary source of parking revenue has been long-term permits for Downtown
lots and parking ramps which peaked in 2019 and have been steadily declining since
the COVID-19 pandemic. Revenue collected has not covered operating expenditures
and there is currently no funding source identified for deferred maintenance cost for
the municipal ramp or parking ramp, lots, many of which are in poor condition and in
need of significant maintenance.
Recently, the City solicited proposals from the development community to
redevelop an underutilized parking lot (Lot 800). A developer was selected and the
City executed a predevelopment agreement, with a purchase agreement expected
in the future.
Downtown Hopkins is a vibrant place, during the day and evening with several new
upscale restaurants and many established bars and restaurants. There are also
service and retail businesses, grocery and convenience stores, the United States
Postal Service and the Hennepin County Library, as well as a growing residential
base. The Hopkins Center for the Arts is a regional draw, being the home of Stages
Theatre Company, which has a full concert series and relies on the municipal ramp
to meet parking needs. Usage of the surface parking lots varies significantly
depending on location and intensification of uses on the ends of Mainstreet, away

from the core downtown parking system has created parking challenges for existing
residents/businesses.
The City has continually reaffirmed a commitment to transportation accessibility
and safety including evaluating changes in travel behavior and striving to create
better pedestrian and biking environments in and around future LRT stations. In
2024, the City worked in partnership with Hennepin County to create an End-of-Trip
Facilities Plan to identify the types of facilities that encourage micromobility travel in
the community. As stated in the 2040 Comprehensive Plan, the City recognizes that
a robust transportation network focused on expanding options for travel that do not
depend on single occupant vehicles, while still ensuring that automobile travel is
safe and efficient, is necessary to accommodate growing travel needs. The City's
Complete Streets Policy incorporates the belief that streets and roadways should be
designed and operated to be safe and accessible for all transportation users and
acknowledges public health, affordable transportation choices, economic
development access, cost effectiveness, and the natural environment as principal
benefits of incorporating the policy.
The Hopkins Climate Solutions Plan, adopted in 2025, supports improvements and
expansion of sustainable transportation to reduce congestion and the demand for
parking. Action items in the Green Cities and Connected and Active Lifestyles
sections of the Plan are to assess downtown public parking areas for opportunities
to convert pavement to remove excess pavement and replace it with native
vegetation and/or green infrastructure.
According to the most recent data available (ACS 2023):
* About 14% of all households in Hopkins do not have access to a vehicle.
44% of households in Hopkins have one vehicle. This is compared to 8%
of all households in Hennepin County do have access to a vehicle and
37% of households in Hennepin County have one vehicle.
* The annual vehicle miles traveled per household in Hopkins is 18,424
compared to 21,163 in the 7-county Metropolitan Area.
* Approximately 65% of city residents primarily drive to work, 19% work
from home, 8% carpool, 3% walk, 3% take public transit, and 2% use
other means.
* Hopkins is approximately 63% White, and 37% Black, Indigenous, People
of Color (BIPOC).
* The median household income is $71,000 compared to $93,339 in
Hennepin County as a whole.

The Plan will also incorporate a new era of travel behavior. With light rail transit
starting in 2027 and transportation technology changes that include Autonomous
Vehicles expected soon, the Plan will address changes to parking habits and curb
management within Downtown Hopkins and consider opportunities to utilize park
and ride areas and Autonomous Vehicle ride waiting zones at LRT stations.
The City of Hopkins is seeking proposals to develop a comprehensive Parking
Management Plan that sets a recommended approach with clear action items to
implement a parking management and enforcement system in Downtown Hopkins.

V. Scope of Work and Deliverables
The City of Hopkins seeks proposals from qualified companies who specialize in
parking studies and management plans. The Plan should include the following
elements at a minimum:
* Identify the study area. Provide a description of why the study is being done
and where. The Consultant team will identify the study area based on
expertise to address parking in Hopkins with consideration given to
Mainstreet from Park Lane to Shady Oak Road, 1st Street North and South,
Municipal parking lots including Maetzold Field and Central Park, and
adjacent areas to determine the appropriate study area for the Plan.
* Collect parking inventory for how many on and off street parking spaces
exist, and their locations and types.
* Analyze public parking utilization and occupancy turnover including
municipal lots and on-street parking spaces downtown. Utilize current
conditions and provide additional data on expected growth and any future
changes in demand using planning documents and context on nearby land
uses and transportation options, including the introduction of the Green Line
LRT in mid-2027.
* Based on current and future demand, market averages, and community
engagement, the consultant will recommend a parking fee structure with
time limits and special event fees to ensure fiscal responsibility of the
parking system. Provide policy recommendations will support revenue
opportunities, optimal parking utilization, and discouragement of parking
abuse by employees. Provide annual revenue projections resulting from the
recommended fee and all-day parking management structure of the
enforcement approach.
* Recommend a contract scope and service structure for a digital third-party
paid parking system for the city to collect parking fees and manage parking
use for enforcement.
* Recommend how parking revenue could be utilized to prioritize safe travel for
all modes, increase public awareness of available parking spaces, and fund
long-term maintenance of the municipal ramp.

* Pair parking considerations with a curb management plan that prepares for
Autonomous Vehicles (AV) loading requirements, TNCs, shared mobility (bike
or scooter share), delivery needs, EV charging, curb valet policies and way to
mitigate congestion Downtown. Consider special curb area needs including
ADA compliance, loading and drop off, and time-limited zones.
* Evaluate the need for, and considerations given to developing a residential
parking permit.
* Engage with community to share knowledge on municipal parking available
for use and facilitate conversations with community to inform policy and
regulator recommendations about proposed changes to the municipal
parking system.
* Establish a wayfinding design toolkit for municipal parking to increase
knowledge of and convenience to available parking and minimize traffic
congestion.
A. Project Management
Consultant shall propose its approach and costs associated with project
management. Project management should include:
* Convening a kick-off meeting with City staff to confirm key
responsibilities, scope of work, schedule and project goals. The team
shall discuss a Community Engagement Strategy to ensure broad-
based community input and support.
* Schedule of associated tasks and deliverables. The schedule shall be
updated monthly. The Consultant will prepare the agendas and
distribute minutes within one week following the meeting. A minimum
of one meeting per month is anticipated for the duration of the
project, however additional meetings with City staff are anticipated
throughout the project.
* Invoicing and progress reports, including monthly summaries of
percent complete and percent spent by task.
* City Meetings. The Consultant shall attend and prepare presentation
materials for at least one City Council meeting, one City Council work
session and one Planning and Zoning Commission Meeting.
Task A Deliverables shall include the following at a minimum:

A. 2. Project management meetings and meeting minutes.
A. 3. City Council and Planning and Zoning Commission work session,
meetings, and presentations.
B. Existing & Future Conditions Analysis
Consultant shall evaluate the existing parking demand on and near
Mainstreet and provide data on current parking utilization at different times
and on different days. Consultant shall also project future demand based on
planned development and the introduction of the Green Line in 2027 and
identify opportunities to leverage the park and ride facilities at Shady Oak
and the Blake Road Stations.
Task B deliverables shall include the following at a minimum:
B. 1. Summary of typical and peak parking demand data collection for on-
street and off-street parking inventory, use and rightsizing parking
capacity
B. 2. Summary of future demand based on development, technology and
the introduction of LRT and LRT parking.
B. 3. Summary identification of needs, issues, and opportunities for
connecting to and parking in Downtown Hopkins.
B. 4. Summary of existing parking communications across the City's
website and nearby businesses with recommended communications
updates to help drivers find automobile parking.
C. Community Outreach and Engagement
Consultant shall prepare an engagement summary that summarizes the
community engagement strategies, including specific meetings, meeting
purposes and expected outcomes, a tentative meeting schedule, and
promotional strategies.
Task D deliverables shall include the following at a minimum:
C. 1. Community Engagement Plan, to include: Pop-ups, community
survey and direct interaction provided by the consultant to garner
community input throughout the planning process as applicable. The
engagement opportunities shall be widely publicized and will
prioritize specific stakeholder input (business, community centers,
residents, etc.) and designed to accommodate all stakeholders. The
specific format will be developed by the consultant.
