CITY OF KILLEEN, TEXAS

The City of Killeen will receive sealed statements of qualifications for 26-12 Homelessness Crisis Response Services electronically through the City’s eProcurement Portal or addressed to the City of Killeen, Attn: Purchasing Division, 802 N. 2nd Street, Building E, 2nd Floor, Killeen, Texas 76541, until 3:00 pm on Wednesday, October 1, 2025 . Mailed or hand delivered proposals must be sealed and plainly marked with the name and address of the proposer and “RFQ NO. 26-12 Homelessness Crisis Response Services , 3:00 pm , Wednesday, October 1, 2025 ”.

Submittals received after the closing time will be returned unopened.

Vendors may register and submit proposals electronically at https://procurement.opengov.com/login .

No Pre-Proposal Meeting will be held.

RFQ Questions will be accepted on the OpenGov e-bidding site , until 3:00 pm on Wednesday, September 24, 2025 . Questions will be answered in the form of an addendum and posted on the OpenGov e-bidding site . It is the proposer’s responsibility to obtain and acknowledge all addendums.

The City of Killeen is seeking proposals from qualified non-profit organizations or government entities to operate and manage comprehensive Homelessness Crisis Response Services, which will include:

• Emergency Shelter
• Homeless Outreach
• Day Resource Center

These services support the City’s Homelessness and Mental Health Strategic Plan in partnership with stakeholders across Bell County.

In 2023, through Resolution No. 23-032, the Killeen City Council authorized the City Manager to support collaborative efforts to reduce homelessness, particularly for those with mental health challenges. Over $3.3 million in public and private funds have been pledged or anticipated for this initiative, including construction of a Sprung structure and development of the Killeen Reunification Center and Homeless-to-Housed Village.
