STATEMENT OF PURPOSE
The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide coordinated outreach, environmental maintenance, and workforce development services in support of the City’s ongoing response to homelessness. This effort will be undertaken in close collaboration with the City’s Community and Outreach Support Division within the Police Department, the Park and Recreation Department’s Measure E Crew, and the Homeless Emergency Housing Program Manager.

Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."
The City of West Sacramento is committed to addressing homelessness through innovative, collaborative, and human-centered approaches that support public health, safety, and dignity. Since 2017, the City has partnered with community-based organizations to implement work experience programs that engage unhoused and at-risk individuals in meaningful, structured activities that contribute to community beautification while supporting individual pathways to stability.
One of the City’s early models, demonstrated that integrating low-barrier employment opportunities with supportive services such as case management, housing navigation, and job readiness assistance can lead to tangible reductions in homelessness and improve outcomes for both participants and the broader community. These efforts have also helped to mitigate the visible impacts of homelessness—such as litter, debris, and encampment and related public health concerns, especially in high-priority areas like the West Capitol Avenue business corridor and the riverfront trail system.
Building on this foundation, the City is now seeking a qualified Consultant to expand and enhance its clean-up and outreach efforts. This project focuses on mobilizing Homeless Program and Encampment Response Team members to perform regular clean-ups, conduct encampment outreach, and support operations at emergency housing sites. In collaboration with the West Sacramento Police Department, Parks and Recreation Department, and the Homeless Emergency Housing Program Manager, the selected Consultant will play a key role in supporting chronically unhoused individuals through employment-focused engagement while helping maintain safe and welcoming public spaces.
