Project Description: Scope of Work:
Broward County Human Services Department (HSD) is seeking a qualified firm to provide a hosted software subscription, implementation, training, and support and maintenance services for a Homeless Management Information System (HMIS) Solution for the Housing Options, Solutions, and Supports Division (HOSS-D). Scope includes, but is not limited to, the furnishing of all labor, materials, services, and incidentals which promote industry best practices to collect and store client-level data, expand standard data analysis and custom reporting capabilities, advanced data sharing interface capabilities to eliminate duplicate client data entry with third-party databases utilized by participating agencies, and advanced data presentation tools including community dashboards as mandated by Department of Housing and Housing and Urban Development (HUD). The proposed HMIS Solution should be a Software as a Service (SaaS) or Cloud solution delivered over the internet. This solution is a proprietary Cloud or SaaS, and the proposers should have an existing Homeless Management Information Systems solution with active clients that can be verified. Due to the nature of proprietary rights of programming and data structures for Cloud or SaaS solutions, industry best practices discourage subcontracting any portions of implementations and on-going customer support

Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the solicitation requirements. All questions or clarification inquiries must be submitted through Bonfire BPRO by the Questions due date. The County will respond to questions in Bonfire BPRO (Messages section).
Submittals: Vendor MUST submit its solicitation response electronically through Bonfire BPRO and receive a Submission Receipt. It is solely the Vendor’s responsibility to ensure its response is submitted and received through Bonfire BPRO by the closing date and time. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit in advance of the closing date and time. Refer to the Purchasing Division website or contact Bonfire for submittal instructions. In the event that the Vendor is having difficulty submitting a document, immediately notify the Purchasing Agent and then contact Bonfire BPRO for technical assistance.
