The United States Coast Guard (USCG) is issuing Request for Proposals (RFP) No. 70Z02326R93280004 for the Homeland Security Cutter - Light Icebreaker (HSC-L) acquisition.



The Government intends to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for the design, production, testing, delivery, and related supplies and services for HSC-L vessels in accordance with the solicitation.



This solicitation uses a two-phase advisory down-select process. Phase 1 proposals are due by the date and time stated in this notice and the solicitation. Following Phase 1 evaluations, the Government intends to issue advisory down-select notices to offerors in accordance with Section L of the solicitation. Phase 2 proposal due dates will be included in a subsequent solicitation amendment.



Offerors shall review and comply with all requirements, instructions, terms, conditions, provisions, clauses, and attachments included in the solicitation. The complete solicitation, including the SF-33, Sections B through M, and all applicable attachments, is provided below under the Attachments/Links section of this notice.



All questions and proposal submissions shall be made in accordance with the instructions provided in the solicitation.



-------------------------------- Amendment A00001 --------------------------------



Amendment A00001 is issued to extend the Phase 1 proposal submission deadline, provide the Government’s responses to solicitation questions, revise Sections L and M to clarify that the General Arrangement Drawing will be provided as part of Phase 2 with the Contract Design package and is not provided with the Phase 1 Design Placemat, revise Attachment J-2, Design and Readiness Review Requirements and Criteria, and revise Section I, FAR 52.211-11, Liquidated Damages-Supplies, Services, or Research and Development. Phase 1 proposals are now due no later than 12:00 PM U.S. Eastern Time on July 20, 2026. Except as expressly modified by Amendment A00001, all other terms and conditions remain unchanged. Offerors are responsible for reviewing Amendment A00001 and all associated attachments in their entirety and shall acknowledge receipt of the amendment in accordance with the solicitation instructions.



-------------------------------- Amendment A00002 --------------------------------



Amendment A00002 is issued to provide the Government’s responses to additional solicitation questions; revise Section C.2.3(e) to correct the typographical error “foreign contactors” to read “foreign contractors”; revise Section M.2.1 and the applicable Factor 1 confidence rating definitions to clarify the evaluation of in-house and subcontracted or teaming-partner design and engineering resources; provide clarification regarding the meaning of concurrent production; revise Sections L.11 and M.2.2 to update the Phase 1 due-date references used for determining recent past performance from July 14, 2026, to July 20, 2026, consistent with Amendment A00001; and issue a conformed solicitation incorporating Amendments A00001 and A00002.



The clarification regarding concurrent production is provided through the Government’s response to the applicable solicitation question. Sections L and M are not revised in connection with that clarification.



The Phase 1 proposal submission deadline remains unchanged. Phase 1 proposals are due no later than 12:00 PM U.S. Eastern Time on July 20, 2026.



Except as expressly modified by Amendment A00002, all other terms and conditions remain unchanged. Offerors are responsible for reviewing Amendment A00002 and all associated attachments in their entirety and shall acknowledge receipt of the amendment in accordance with the solicitation instructions.



-------------------------------- Amendment A00003 --------------------------------



The U.S. Coast Guard hereby issues Amendment A00003 to RFP No. 70Z02326R93280004 for the Homeland Security Cutter – Light Icebreaker (HSC-L) acquisition.



Amendment A00003 provides limited revisions to the solicitation and updated Government responses to solicitation questions.



Amendment A00003 removes FAR 52.225-5, Trade Agreements, and FAR 52.225-6, Trade Agreements Certificate, and adds FAR 52.225-1, Buy American—Supplies, and FAR 52.225-2, Buy American Certificate.



Amendment A00003 also revises the Phase I Past Performance instructions. At least one of the three recent and relevant past performance references must demonstrate work performed by the Offeror as the prime contractor. The remaining references may demonstrate work performed by the Offeror in another performance role or work performed by an identified major subcontractor, teaming partner, or design agent proposed to perform a major or critical HSC-L function. No more than three past performance references may be submitted.



Amendment A00003 provides all timely Phase I Offerors a limited opportunity to submit a revised Past Performance volume and related Past Performance Questionnaires. Revised Past Performance submissions are due no later than August 3, at 12:00 p.m. Eastern Time. No new initial proposals are authorized, and no revisions to the Cover Letter or other Phase I proposal volumes are authorized. Proposals will continue to be evaluated in accordance with Section M of the solicitation.



Amendment A00003 deletes one sentence from SOW Section C.2.3(e) concerning release or disclosure of technical information to foreign governments, foreign contractors, or international organizations. Detailed requirements governing technical-information access, permitted disclosure, data rights, safeguarding, export controls, and related restrictions will be addressed in the Phase II solicitation amendment.



Amendment A00003 also adds FAR 52.211-6, Brand Name or Equal, to the solicitation. During Phase II, the Government will identify any engines or major equipment described on a brand-name-or-equal basis and will provide the applicable salient physical, functional, or performance characteristics.



All other solicitation terms and conditions remain unchanged unless expressly revised by Amendment A00003.



All timely Phase I Offerors shall acknolwedge receipt of Amendment A00003 no later than August 3, 2026, at 12:00 p.m. Eastern Time, whether or not the Offeror intends to submit a revised Past Performance submission. Acknowledgement shall be submitted to the Contracting Officer and Contract Specialist identified in Section L.2(b) of the solicitation.



For Government planning purposes, all timely Phase I Offerors shall advise the Contracting Officer and Contract Specialist identified in Section L.2(b), no later than July 30, 2026, at 12:00 p.m. Eastern Time, whether they anticipate submitting a revised Past Performance volume, related Past Performance Questionnaires, or both. Failure to provide this plannning response will not preclude an Offeror from submitting permitted Past Performance revisions by the August 3, 2026, deadline.



-------------------------------- Amendment A00004 --------------------------------



Amendment A00004 is issued to clarify the Government’s treatment of prime-contractor past performance under Phase I Factor 2 – Past Performance. The amendment clarifies that an Offeror that does not provide a recent and relevant past performance reference demonstrating performance as the prime contractor will not be found noncompliant or evaluated favorably or unfavorably solely on that basis. The Government will evaluate the recent and relevant past performance information, including the work actually performed and the role and responsibilities demonstrated by the Offeror or identified entity.



Amendment A00004 provides all timely Phase I Offerors a limited opportunity to submit a revised Volume I – Past Performance and related Past Performance Questionnaires no later than 1:30 p.m. Eastern Time on August 6, 2026. Revisions are limited solely to Volume I – Past Performance and related Past Performance Questionnaires. No new initial proposals are authorized, and no revisions to the Cover Letter or any other Phase I proposal volume are authorized. No more than three past performance references total may be submitted. If an Offeror does not submit a revised Volume I – Past Performance by the stated deadline, the Government will evaluate the Offeror’s most recently submitted Volume I – Past Performance.



Offerors shall acknowledge receipt of Amendment A00004 by email to the Contracting Officer and Contract Specialist no later than 1:30 p.m. Eastern Time on August 6, 2026. Acknowledgment of the amendment does not require submission of a revised Volume I – Past Performance.



Except as expressly revised by Amendment A00004, all other terms and conditions of the solicitation remain unchanged.
