1. GENERAL INSTRUCTIONS FOR PROPOSERS:
1.1 Artificial Intelligence (AI) Disclosure:

1.2 Cooperative Use

1.4 Payment:
Payment for work performed or goods sold to Larimer County can be expected within 30 days after receipt of
the invoice and satisfactory acceptance by the Department receiving the service or goods (unless otherwise
stated and agreed to by County).
1.5 Proposal Consideration:
Larimer County reserves the right to reject any and or all proposals, to further negotiate with any and/or all
qualified proposers and to waive informalities and irregularities in proposals received, and to accept any
portion of the proposal if deemed to be in the best interest of Larimer County to do so. If, in the sole judgment
of the Board of County Commissioners, the proposals are substantially equal, the Board may grant the contract
to companies located in Larimer County, however this is not applicable in the case that Federal funds are
used.
1.6 Proposal Preparation:
Proposers will not be compensated for generating, producing, or duplicating any proposal materials associated
with this RFP. Proposals must be furnished exclusive of any Federal, State, or Local taxes; Larimer County is
tax exempt.
1.7 Proposal Submission:
Proposers must be registered with BidNet in order to submit a proposal; registration is free. Larimer County
strongly recommends proposers register well in advance of the submittal deadline to ensure they have
adequate time to upload and submit their proposal.
It is the sole responsibility of the Proposer to ensure all required Proposal documents are submitted through
BidNet by the submission deadline. Proposals will be time-stamped by BidNet upon receipt; BidNet does not
allow for uploading or submitting Proposal documents after the Proposal submittals deadline has passed, so
allow adequate time to upload and submit your Proposal prior to the deadline. Larimer County will not accept
uploads that are "saved" but not "submitted". To verify that a Proposal has been submitted successfully,
Proposers may contact BidNet Support, or verify, via the Proposal Management tab in the Proposer's account,
that the documents are not in "Draft" status.
Proposers are required to submit one (1) non-redacted proposal. All parts of the proposal should be

2. PROJECT OVERVIEW:
Larimer County is requesting proposals with the intention of contracting with one or more Contractors to
perform wildfire mitigation treatments on private properties that reduce wildfire risk, protect life and property,
and strengthen community resilience under the Community Wildfire Defense Grant.
There is no guaranteed minimum amount of work to be ordered.
Wildfire mitigation treatments will take place within the Home Ignition Zone (HIZ) within four (4) communities in
the Red Feather Lakes area of Northern Colorado. More information about the project communities can be
found in their Community Wildfire Protection Plans below, under Project Communities,.
Project Communities
1. Cherokee Meadows: ~50 properties. Cherokee Meadows Community Wildfire Protection Plan
2. Glacier View: ~1200 properties. Glacier View Community Wildfire Protection Plan
3. Crystal Lakes: ~800 properties. Crystal Lakes Community Wildfire Protection Plan
4. Poudre Canyon: ~460 properties. Poudre Canyon Community Wildfire Protection Plan
Up to 400 properties across all four (4) communities will be treated in total. Scope of work for each property will
be identified in cooperation with the property owner, and in accordance with a standardized HIZ assessment.
This work will complement the efforts of the Larimer County Sheriff's Office (LCSO) Emergency Services
Wildfire Partners program to strengthen overall community wildfire preparedness and resiliency.
3. QUALIFICATIONS:
Qualifications, at a minimum, include the following minimum items:
1. Contractor must have at least three (3) years of experience performing wildfire mitigation within the Home
Ignition Zone.
2. Contractor must have appropriate licenses and insurance.
4. SCOPE OF WORK:
The Contractor at a minimum, will provide, perform, and/or furnish the following:
1. Conduct wildfire mitigation treatments in Zone 1-3 of the HIZ as defined by the Colorado State Forest
Service (see: CSFS HIZ Guide) chrome-extension://efaidnbmnnnibpcajpcglclefindmkaj/https://csfs.colostate.edu/wp-
content/uploads/2021/04/2021_CSFS_HIZGuide_Web.pdf.
2. Mitigation treatments must be within the scope of work determined first by the property's HIZ Assessment
and finally with the property owner.
2.1. A county project manager will provide a scope of work for each job.
3. Contractor will then implement the approved plan within the timeframe requested for each individual job.
4. Contractor will provide all materials and equipment necessary to conduct HIZ Mitigation work.
5. Services will only be performed on properties that have already received a HIZ assessment via the LCSO
Wildfire Ambassador Program or another County-approved entity.
6. Services will only be performed on properties for which Larimer County has an executed Right-of-Entry
form.
7. For each individual property treated, Larimer County will pay up to $4,000.
8. Contractor must remove all biomass from site.

9. Contractor must provide evidence of the "before and after" via photographs, showing work was completed
to the provided standards and approved mitigation plan.
10. All information shared with potential contractor, including but not limited to, completed HIZ assessments
and homeowner contact information must not be shared with third parties at any time (the information is
confidential).
11. Contractor must be appropriately licensed and insured.
Schedule & Availability
1. Contractor will coordinate with Larimer County and its contracted entities/partners to provide wildfire
mitigation services on qualifying properties as-needed throughout the contract period.
2. Contractor must be available to respond to urgent requests or changes from Larimer County within 72
hours.
3. Flexibility is required by all parties to accommodate seasonal and weather-related adjustments to fieldwork.
4. Contractor will respond promptly to requests to address any issues as they arise.
Preliminary Operational Standards:
1. Equipment
1.1. All vehicles and motorized equipment must utilize effective manufacturer certified spark arrestors and
muffler systems.
1.2. Each vehicle must have a Class A 10 lb. fire extinguisher and a minimum of one (1) fire tool per
cutting crew member.
2. Damage
2.1. The Contractor will conduct all operations in a timely manner and in accordance with their proposed
Plan of Operations.
2.2. The Contractor will take all necessary precautions to protect the remaining forest, soils, and any
improvements.
2.3. Any resources altered by the Contractor must be repaired to the pre-work condition prior to moving to
new work areas.
2.4. Infrastructure such as fences, gates, or signs damaged by the Contractor will be repaired or replaced
by the Contractor.
2.5. Fuel, hydraulic fluid or other chemical spills will be reported to Larimer County and properly mitigated
by the Contractor immediately.
2.6. Any soil contaminated by loss of fuel, oil, grease, hydraulic fluid, coolant, or other fluids will be
removed and placed in covered drums or other acceptable containers for proper disposal by the
Contractor.
2.7. Soil disturbance should be as minimal as possible.
2.8. Ruts and/or depressions in the soil caused by Contractor equipment will be less than three inches
deep or will be fixed by the Contractor.
2.9. No trash will be left by the Contractor and should be picked up daily.
2.10. Standard Construction Best Management Practice (BMP) for equipment maintenance, noise and dust
abatement, worker protection, fire safety, etc. must be implemented during project activities.
2.11. All waste material associated with the project must be disposed of properly and not placed in
identified floodways or wetland areas.
2.12. No open burning will occur.
2.13. Determination of damage is at the sole discretion of the Larimer County.
3. Communications
3.1. The Contractor will direct all communication concerning this project to Larimer County.
3.2. All issues and concerns raised by property owners and/or others should be referred to Larimer
County.
4. Weed Prevention/Rehabilitation/Reclamation
4.1. Prior to entering the project area, the undercarriage and tires of all trucks and equipment must be
washed offsite to reduce the spread of noxious weeds from other projects.
4.2. Larimer County will inspect vehicles and machinery before they are brought onto the project site.
4.3. Machine operations should avoid driving through weed areas.

4.4. Reseeding is anticipated on landings, heavily disturbed skid trails, and where equipment exposes
bare soil.
4.4.1. The requirement for such reseeding will be the decision of the Larimer County.
4.4.2. All disturbed areas including skid trails, landings, staging areas, etc. will be restored using
native, weed-free seed, mulch, etc.
4.4.3. Activities that would warrant reseeding (such as the creation of a secondary access road) must
be cleared through Larimer County prior to job start.
4.4.4. All seed mixes, straw, and hay materials used in re-vegetation must meet Colorado Weed-Free
specifications.
4.4.5. Any and all reseeding must be done prior to the conclusion of the contract.
4.5. Restoration standards will be determined on a case-by-case basis.
4.6. In areas where soil erosion potential is determined to be significant, a project erosion control plan,
including the use of Best Management Practices, will be implemented to isolate the construction site
and minimize impacts of soil loss and sedimentation on soil and water resources.
4.7. To avoid unnecessary ground disturbance, all project activities will be conducted during times when
the ground is frozen or dry.
5. Hazards
5.1. The Contractor should leave the work site in a safe manner at the end of each workday, this includes
leaving no hung trees, safely storing all fuel containers and equipment, and parking equipment in
designated pre-determined locations.
6. Restrictions
6.1. Larimer County may suspend or limit operations in cases of extreme fire danger, excessive soil
rutting, damage from mud/snowy conditions, excessive residual tree damage, road damage, or
failure to meet contract specifications.
6.2. There is to be no smoking outside of vehicles.
7. Inclement Weather
7.1. Work may be halted or delayed in cases of severe weather.
7.2. It is possible that extreme snowfall may make some or all of the management units inaccessible.
7.2.1. In this case, work stoppage may occur only when mutually agreed between the Contractor
and Larimer County.
7.2.2. Work will then resume when it is mutually agreed that weather conditions will allow for the
continuation of the prescribed treatments.
8. Operational Period
8.1. The operational period begins as soon as the Work Order (see Attachment C as a sample) is
approved.
8.2. The Contractor may work Monday through Friday.
8.3. No work will be performed on holidays or weekends.
8.4. The work period is from 7:00 AM to dusk.
8.5. A detailed written Work Order will be agreed to between the Contractor and Larimer County.
5. INSURANCE:
BEFORE submitting your company proposal, confirm with your insurance carrier that your company can meet
the insurance requirements published in the solicitation. Your company insurance coverages should be
correctly noted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor
possess appropriate insurance at all times during the contract; these coverages are purchased at the
company's expense. The County's insurance requirements may necessitate a company adding or increasing
coverage/limits, and those changes may impact pricing for the proposed project. These costs must be included
in your pricing at the time of submission and will not be permitted to be added later.
5a. INSURANCE REQUIREMENTS:
Prior to commencement of any work, contractor/vendor shall provide a Certificate of Insurance issued to
Larimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate Holder. The
insurance required herein shall be procured and maintained in full force and effect for the duration of the

1. Workers' Compensation and Employers' Liability

6.2. Lower limits may be accepted if automobiles are not used for transport in relation to goods/service
provided as outlined in agreement (i.e. only commuting to job site).
7. Minimum required limits set forth herein may be met by utilizing a combination of excess/umbrella policies
in conjunction with primary insurance policies if necessary.
8. General Liability and Automobile Liability insurance policies shall include Larimer County and its
elected and appointed officials and employees as additional insureds as their interests may appear.
9. The County reserves the right to reject any insurer it deems not financially acceptable by insurance
industry standards. Insurance Companies shall be licensed to do business in the State of Colorado and
shall have an AM Best rating of not less than A- VII.
10. Notice of Cancellation: Each insurance policy required by the insurance provision of this Contract or
Agreement shall provide the required coverage and shall not be suspended, voided, or canceled. Should
any of the required policies be cancelled before the expiration date, notice shall be delivered to Larimer
County, 200 West Oak St. Suite 4000, Fort Collins, CO 80521 or InsuranceCert@larimer.org.
11. Subcontractors: If subcontractors are used by contractor/vendor in the performance of contracted
services, all subcontractors are required to carry insurance coverage consistent with the limits as listed in
this document and the subcontractor must include Larimer County an additional insured as described in
section V.
ANY DEVIATIONS FROM THE STANDARDS GIVEN ABOVE MUST BE APPROVED BY THE LARIMER
COUNTY RISK MANAGEMENT DIVISION.

Proposal has closed. The County makes no guarantee of any changes or concessions but will review and
consider all requests submitted.
Exhibit D - CONTRACT PROVISIONS FOR NON-FEDERAL ENTITY CONTRACTS UNDER FEDERAL
AWARDS found at the bottom of Attachment A - Professional Services Agreement may not be changed and
will be part of the contract. Additionally, these contract provisions must be present in any contract between the
Award vendor and any subcontractor performing any portion of the scope of services.
Upon Notice of Award, the Award Vendor will be required to submit a valid Certificate of Insurance (COI) that
meets, at a minimum, the Insurance Requirements published in the solicitation (see example COI below). This
valid COI must be received by Larimer County within 10 calendar days of the Notice of Award and must
include Larimer County listed as Additional Insured and Certificate Holder.

8. PROPOSAL SUBMITTAL REQUIREMENTS:

12.1.3. Provide project description that includes the owner reference, project name, overall scope of
work, key subcontractors used, and any unique characteristics and how they relate to this
project's size, scope, and location constraints.

successful on this project?
12.1.5. Provide a brief discussion of any unusual factors that affected the project delivery (e.g., owner-
initiated delays, additions to the work, etc.).
13. Approach
13.1. Description of your Approach/Plan of Operations to the work outlined in the Scope of Work.
13.1.1. Description of the approach should include sufficient detail and your ability to meet schedule &
availability requirements for each individual work order as they arise.
13.2. There may be some private property locations where the homeowner is willing and wanting to pay
out of their own pocket for additional HIZ mitigation work.
13.2.1. Describe how you would do this additional work and keep it separate (especially invoiced
separately) from the work that Larimer County has authorized.
13.2.1.1. Larimer County will only pay up to $4,000 on any one (1) site.
14. Quality Assurance/Quality Control
14.1. Provide details on your firm's quality control program.
14.2. Explain how your team administers a quality control program during projects, how performance
measures are documented, and how quality issues are addressed.
14.3. Provide examples of when your firm exceeded quality standards, gained industry recognition, or
received quality awards.
15. Safety Record
15.1. Provide the firm's OSHA reportable accident rate, current workman's compensation insurance
multiplier, and experience modification rating (EMR) rating for the last three (3) years.
15.2. Provide the OSHA reportable accident rate on projects managed by the proposed Project Manager
over the three-year period.
15.3. Provide a list of any projects in the last five (5) years that have received an OSHA citation.
16. Insurance Company
16.1. Provide the name, address, and phone number of the firm's insurance agent(s).
16.2. Provide certificate of insurance outlining coverage and policy limits that meet or exceed the
requirements of this RFP including the required waiver of subrogation and additional insured.
