TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted by a potential bidder. Our answers are listed
below in red:
1. In the service delivery section of the "Request for Application of Proposal
Application (RFPA) document, item #1 talks about "availability of funds to support
the cost of providing services to ensure service deliver continues throughout the
contract period and continuation of services occurs until reimbursement of
services is made including required match funding."
As a PERS provider, we usually send out monthly invoices for services. What is
meant by until reimbursement of services is made including requires match
funding?
An organization must have funding to support the delivery of the service until
reimbursement of the services is received. For example service is delivered in
July, organization ask for reimbursement of July expenses on or before August 5,
reimbursement may not arrive until September 5. The organization must have
sufficient funds to support the cost of delivering the service. This item request
you talk about your ability to assure continuity of service provision throughout the
contract period. Providers of PERS will not contractually be requested to assist
with match funding.
2. Item #6 is similar, "What is meant by how information on program income and
donations will be provided to program participants and other interested parties?
PER providers don't usually receive donations or provide them to interested
parties.
As stated in the RFP “13. Voluntary Contributions: Service providers shall
provide service recipients with an opportunity to contribute to the cost of their
service. Services shall not be denied because the older individual or family
caregiver will not or cannot make a voluntary contribution. 45 CFR §1321.9 &
DDA Aging and Disability Program & Policy Manual,4-2-.09(2)(b)” This is a
statutory requirement of any organization accepting funding for the Older
Americans Act.
3. How often does training need to be provided?
The frequency of the training is determined by the provider and the
individual/group receiving. The provider is to provide in detail the training it will
provide based on definition of services found in RFP document.
4. How many individuals need to be included in running a training?
Definition says it can be in individual or group setting.
5. How often does a support group need to meet and what are the qualification?
The frequency of the group meeting is for the proposer to propose. (We don’t
understand qualification in context of question)
6. How many individuals are needed to run a support group?
The definition states “trained individual, moderator, or professional, as required
by state/territory policy, to facilitate caregivers to discuss their common
experiences and concerns and develop a mutual support system. Support groups
are typically held on a regularly scheduled basis and may be conducted in
person, over the telephone, or online”.
