Hoke County Juvenile Crime Prevention Council FY 2026-27 Request for Proposals

Proposed program services should target the following risk factors for delinquency or repeat delinquency:

Of the 67 youth coming to the attention of Juvenile Services in FY 23-24, indicators suggest that youth are exhibiting the following behaviors: substance use/abuse, behaviors resulting in suspensions from school or to alternative learning environments, regular association with delinquent peers or gang involvement.

Proposed services should address the following concerns as reported in the Youth Assessment Screening Instrument (YASI) for adjudicated youth:

Peer Domain: 12% of youth report having no friends/ no consistent friends; 64% reported associating with delinquent peers; 13% reported associating with gang members

Individual Domain: 51% of youth reported use of alcohol/drugs; 18% of those were under age 12

Family Domain: 14% of youth reported running away from home; 80% reported living with relative other than parents

School Domain: 10% of youth reported one or more suspensions from school

Applicants are being sought that are able to address items below:

1. Program services compatible with research that are shown to be effective with juvenile offenders.

2. Program services are outcome-based.

3. The program has an evaluation component.

4. Program services detect gang participation and divert individuals from gang participation.

5. Awareness of and sensitivity to Racial Ethnic Disparity that exists in the County.

6. Programs are encouraged to provide effective programming that includes restorative justice practices.
