Description


Notice of Sole Source Intent
The Clayton County Water Authority (CCWA) intends to award a sole source contract for the goods/services described in the attached Sole Source Justification Form. Based on the information provided, the agency has determined that only one known supplier is capable of providing these services.
This notice is being posted in accordance with Georgia procurement guidelines to allow interested suppliers the opportunity to express their ability to provide the required goods/services.
Suppliers who believe they can provide the services listed in the justification form must submit an email response detailing their capabilities. Responses should clearly demonstrate how the supplier meets all specifications and requirements.
Email responses must be sent to: CCWA Procurement and Compliance Department ccwa_procurement@ccwa.us
Deadline for responses: May 13, 2026 at 8:00 a.m.
If no responses are received that demonstrate the ability to meet the agency's requirements, the sole source procurement will proceed as stated.

The Clayton County Water Authority ("Authority") is seeking to purchase Fiberglass Reinforced Polymer Mortar Pipe for the
purposes of sewer replacement (18" to 60" size). The vendor is the only supplier capable of providing the required goods or
services because they are the only U.S. based pipe supplier. The unique capabilities, proprietary rights, compatibility
requirements, or regulatory constraints is reliability, shorter delivery times, U.S.-based warranty support, and full compliance
with American labor and enviromental regulations.

through a posting to the Georgia Procurement Registry. The purpose of publicizing the sole source is to allow the free market
to act as a check and balance on invalid sole sources by allowing suppliers to protest a sole source 1) if suppliers believe and
can document that they also meet the requirements of the sole source; or 2) if suppliers believe the sole source requirements
are unjustifiably restrictive.
The total posting period for a sole source notice is for a minimum of fifteen (15) calendar days.
