2025-11 Historical Architectural Services
BACKGROUND
The City of Newberry has been granted a Special Category Grant by Florida Department of State Division of Historical Resources to provide partial funding for the “City of Newberry Historical Power Plant Rehabilitation” project. The City is requesting the qualifications of historical architects to complete historic preservation services to facilitate the rehabilitation of Newberry’s original power plant constructed in 1913 and listed on the National Historic Register reference number 87002150. PURPOSE The City of Newberry, Florida Commissioners desire to receive proposals from qualified Historic Preservation Architect to coordinate the restoration and preservation of the Historic Newberry Electric Power Plant, located near the Public Works Department, 120 NW 260th St, Newberry, FL 32669. The historic architect shall coordinate the building assessment, preservation, repair, and restoration of a building's original features and character-defining elements while adhering to historical accuracy, local preservation guidelines, and relevant regulations, ensuring the project maintains the building's cultural significance while allowing for necessary functional updates specified in the grant in collaboration with City Staff. For consideration, respondents will be required to meet all requirements set forth by the Advisory Council for Historic Preservation for state and local government historic preservation programs stated in 36 CFR 61 for Historic Architecture with a professional degree in architecture, registered as Registered Architect (RA) with State of Florida, and must have experience on historic preservation projects including work experience and examples of similar projects. Responses to this request must contain evidence of the experience and ability to perform the specified services identified within this Request for Qualifications (RFQ). The selected firm must be approved by the Florida Department of State (DOS). If DOS rejects the selected firm, the City will be required to consider the next firm on the ranking list. The services may include, but are not necessarily limited to, assessments, advice and consultation; historic preservation planning and design; project design oversight consultation; construction consultation, observation and contract management services and other services in the areas of preservation/restoration/renovation of historic structures, construction/structural programming, and other areas such as engineering as necessary to implement the City's contemplated projects. Any professional services awarded through this RFQ will be for projects that do not exceed threshold requirements pursuant to Florida Statute 287.055. RESPONSE DEADLINE SEALED RESPONSES for RFQ 2025-11 Historical Architectural Services for Historic Power Plant Restoration will be received electronically in Bid Express and on paper by the City Finance Department at the City Commission Room at 25445 West Newberry Road, Newberry, Florida 32669 up until 2:00 PM (Eastern Time) on Tuesday, February 25, 2025. Bids will be publicly opened immediately following the deadline. |
