The City of Houston Office of Preservation in the Planning & Development Department is seeking consultant services to prepare a National Register Nomination for an area in 5th Ward along Lyons Avenue according to the following schedule:
First Draft to NR Coordinator by November 30, 2025 Final Draft to NR Coordinator by March 1, 2026 Stabe Board of Review in May 2026 Final submission to the NR Coordinator July 2026
Tasks
Generally, community engagement to collect development history, persons and structures of significance, establishment of a boundary supported by the community, historic resource surveying. Complete a Formal Application for the National Register.
Task 1A. Project Initiation
• Conduct an in-house kick-off meeting with City staff and obtain information on the district, discuss tasks, assignments, and deadlines. • Coordinate with the THC’s National Register Coordinator (NR Coordinator), and other relevant stakeholders including but not limited to, the City’s Historic Staff, the Harris County Historical Commission, Harris County African American Cultural Heritage Commission, appropriate Houston City Council District members, Fifth Ward Community Redevelopment Corporation. This list is not conclusive. • Contact the NR Coordinator to initiate the nomination and finalize the scope, including identification of the most appropriate eligibility criteria, level and area(s) of significance, period of significance, and boundaries
Task 1B. Proposed Deliverables •
The Task 1 deliverables shall include a public outreach plan to involve relevant stakeholders and the public in the process for developing the NR nomination for the area. The public outreach plan will include: o A minimum of two (2) meetings with the public – one (1) to kick off and one (1) to conclude the project. o A minimum of three (3) additional outreach opportunities which focus on providing information to and receiving input from relevant stakeholders and the public. o Meetings and presentations as necessary with the Historic Archeological and Historical Commission to keep them informed. • Boundaries for the survey area.
Task 2A. Field Documentation and Research • Conduct research at local repositories and at repositories in surrounding areas. • Conduct a comprehensive survey of the subject area to update and supplement previous survey efforts, if any. (The Texas Historical Commission may be a repository of surveys conducted due to Section 106 reviews.) • Hold at least 1 monthly meeting with historic staff at the City of Houston to keep them aware of and involved with the project and to gain valuable research material.
Task 2B. Proposed Deliverables: Completed survey and research.
Task 3A. First Draft
The successful proponent(s) shall submit a first draft of the NR nomination to City staff and the THC NR Coordinator (due by November 30th, 2025) that includes historical information for all appropriate NR criteria for the property, along with descriptive narratives and discussions of significance and integrity.
• The Task 3 deliverables shall include the first draft of the NR nomination submitted to City staff and the THC in an electronic format via e-mail: o NR forms with continuation sheets as Microsoft Word files including: ▪ Map of area showing location, boundary description, and contributing/non-contributing status of resources. ▪ Digital images. ▪ Photo log with NPS required information. ▪ A bibliography. All documentation as required by Form 10-900 of the National Park Service.
Task 4A. Revised Drafts •
The revised drafts shall address public comments and input received from City staff, HAHC, and the THC from review of the first draft, as well as any additional information gained from analysis and research. The revised drafts will be presented to City staff, the HAHC, and THC.
Task 4B. Deliverables • Shall include a revised draft of the NR nomination submitted to City staff and the THC in an electronic format via email, as noted in Task 3.
Task 5A. Final Draft Based on comments from, the public, City staff, the HAHC, and the THC on the revised drafts, the successful proponent(s) shall submit the final draft of the NR nomination forms to the THC for presentation to the Texas State Board of Review.
Task 5B. Deliverables • The final version of the submission to be presented to the State Board of Review: o One (1) electronic copy of the nomination and project materials to City staff and the THC including: ▪ NR nomination form and accompanying documentation, as specified in Task 3B, in Word format (the forms will contain embedded images, maps, and the photo log); ▪ Digital images following the NPS photo policy.
