REQUEST FOR PROPOSAL FOR: Historic Bridge for Sale in Laconia NH
Unless specifically amended or deleted by the Purchasing Office, the following General Terms and Conditions apply to this RFP and any resulting
Purchase Order or Contract.
GENERAL TERMS AND CONITIONS:
RFPS. Proposals must be received at the Purchasing Office before
the date and time specified. Proposals are to be made less Federal
Excise Tax and no charge for handling unless required by law.
Proposals will be made available to the public after the time of
contract. Results will be given by mail only if requested in writing
and accompanied by a self addressed, stamped business size
envelope.
SPECIFICATIONS. Vendors must submit on items as specified. Any
changes in specifications must be noted. Vendors shall be notified in
writing if any changes to the specifications are made.
AWARD. The award will be made to the responsible vendor
submitting a conforming proposal meeting specifications at the
lowest cost unless other criteria are noted in the Request for
Proposals. Unless otherwise noted, the award may be made by
individual items. If there is a discrepancy between the unit price and
the extension, the unit price will prevail. Discounts will not be
considered in making award but may be offered on the invoice for
earlier payment and will be applicable on the date of completion of
delivery or receipt of invoice, whichever is later.
ASSIGNMENT PROVISION. The responding vendor hereby agrees to
assign all causes of action that it may acquire under the antitrust
laws of New Hampshire and the United States as the result of
conspiracies, combinations, or contracts in restraint of trade which
materially affect the price of goods or services obtained by the city
under this contract if so requested by the City of Laconia.
CITY’S OPTIONS. The City of Laconia reserves the right to reject or
accept all or any part of any proposal, to determine what constitutes
a conforming proposal, to award solely as it deems to be in the best
interest of the City, and to waive irregularities that it considers not
material to the process.
PUBLIC INFORMATION. The responding vendor hereby
acknowledges that all information relating to this proposal and any
resulting order (including but not limited to fees, contracts,
agreements, and prices) are subject to the laws of the State of New
Hampshire regarding public information.
PERSONAL LIABILITY. The responding vendor agrees that in the
preparation of this proposal or the execution of any resulting
contract or order, representatives of the City of Laconia shall incur
no liability of any kind.
PROOF OF COMPLIANCE. The responding vendor may be required to
supply proof of compliance with bid/proposal specifications. When
requested, the responding vendor must immediately supply the
Purchasing Office with certified test results or certificates of
compliance. Where none are available, the City of Laconia may
require independent laboratory testing. All costs for such testing,
certified test results or certificates of compliance shall be the
responsibility of the responding vendor.
FORM OF CONTRACT. The terms and conditions set forth in any
additional Terms and Conditions by the Purchasing Office are part of
the proposal and will apply to any contract awarded the responding
vendor unless specific exceptions are taken and accepted and will
prevail over any contrary provisions in Terms and Conditions
submitted by the responding vendor.
OFFER. The undersigned hereby offers to sell to the City of Laconia
the commodities or services indicated in the following page(s) of this
RFP at the price(s) quoted in complete accordance with all
conditions of this RFP.

This document must be signed by a person who is authorized to
legally obligate the responding vendor. A signature on this
document indicates that all City of Laconia terms and conditions are
accepted by the responding vendor and that any and all other terms
and conditions submitted by the responding vendor are null and
void, even if such terms and conditions have terminology to the

HISTORIC BRIDGE FOR SALE IN LACONIA, NH
Per 23 USC 144(g) Historic Bridges, the City of Laconia, Department of Public Works will
accept proposals on the 14th day of May, 2024 2:00pm for the removal and reuse of the
Academy Street Bridge over Durkee Brook in the City of Laconia, New Hampshire. To be
considered, all proposals must be submitted by mail to:

Academy Street Bridge (no. 121/037)
Laconia, New Hampshire

The existing two-lane 15-foot single span bridge has a total width of 67 feet; and has two
travel lanes, an asphalt parking/pedestrian lane, and a 17-foot-wide vegetated strip. The
bridge has concrete encased steel I-Beam girders with a cast-in-place concrete deck and is
built on stone masonry abutments. The bridge has substandard pedestrian rails on both
sides. The bridge was originally constructed in 1930. The most recent NHDOT Bridge
Inspection Report lists the deck as being in poor condition, the substructure in fair condition,
and the superstructure in serious condition. The bridge is E-2 weight posted.
Proposals for reuse shall be for the steel girders and steel components of the superstructure
only. Reuse proposals shall not include the concrete bridge deck or masonry abutments.
The bridge is available for inspection as it is located in a public right-of-way.
The existing Academy Street Bridge was determined to be individually eligible for the
National Register of Historic Places, and is considered a historic resource under Section 4(f).
The successful proposal shall include a description of how the bridge would be dismantled,
moved, reused, and preserved, including the location to where the bridge will be moved, as
well as a schedule for the bridge removal and site cleanup.
Following selection, the successful proposer/entity must sign a Bill of Sale for $1.00.
This sale is “AS IS, AS SHOWN.”
Proposals must be submitted by mail, titled "PROPOSAL FOR ADAPTIVE REUSE OF
ACADEMY STREET BRIDGE," and received by the 14th day of May 2024 2:00pm at the

Receipt will be confirmed.
The City will notify the successful entity after all submitted proposals are reviewed and
approved by the Director of Public Works. All proposers will be notified of results within 30
days following selection of the successful proposal. The successful entity will save the City of
Laconia, its agents, and employees harmless from any and all claims or demands of any
nature.
Funds up to the estimated cost of demolishing the structure up to fifty-thousand dollars
($50,000) are available for moving and reconstruction of the bridge.
The successful entity must remove the entire bridge structure (deck, superstructure, and
abutments) from City-owned land upon written approval of the City of Laconia. Currently,
the project schedule estimates bridge removal in June of 2024. The removal and site cleanup
must be completed in accordance with the bridge removal/replacement and Contractor’s
schedule. Five calendar days will be provided for the work to be completed after the bridge
is closed.
All rubbish and debris will be removed, and the site will be left in a clean and safe condition
within this time frame as well. A ten-thousand-dollar ($10,000.00) deposit will be required
from the successful entity at the time the Bill of Sale and will be returned upon the
approved site cleanup. The deposit will be returned upon the final inspection and approval
of the site by the City. The City reserves the right to retain this site cleanup deposit if the site
is deemed unsatisfactory, unsafe, or if the work is not completed within the given timeframe.
The City shall be the sole judge of what shall constitute a satisfactory cleanup and shall work
with the entity to ensure a clean, safe, and acceptable site. Any questions regarding the scope
of work in regard to the site cleanup should be addressed to the City of Laconia Department
of Public Works, nguerette@laconianh.gov.
The City of Laconia has obtained a wetland permit to accomplish the work indicated on the
plans for the Laconia 26706 project. The successful entity shall comply with all applicable
conditions of the permit during the bridge removal. If the method of construction (bridge
removal) would have different wetland impacts than shown on the approved permit, the
