LEGAL NOTICE
REQUEST FOR PROPOSALS
The Town of Smyrna will accept proposals for Hilltop-Rosenwald Playground Project.
Bidders shall submit sealed quotations in the format specified in the Request for
Proposals no later than 10:00 a.m. September 2, 2026 at which time quotations will
be publicly opened and read aloud. No proposal may be withdrawn after the scheduled
closing time for a period of 90 days. Proposal documents may be obtained at Town
Hall during regular business hours or www.townofsmyrna.org. Quotations should be
mailed or hand delivered to:

Verbal quotations or quotations received after the closing date will not be accepted.
The Town of Smyrna reserves the right to reject any and all quotations, to waive
technicalities or informalities and to accept any proposal deemed to be in the best
interest of the Town.
All Bidders must be licensed Contractors in the State of Tennessee in strict accordance
with State regulations. Bidders shall place their bid in an envelope showing the bidder’s
name, license number, expiration, and that part of classification applying to the bid in
accordance with Tennessee Contractor’s License Law Section 62-6-119. Please refer
to State Licensing Board https://www.tn.gov/commerce/regboards/contractors.html
for all applicable licensing laws.

SECTION I - GENERAL INFORMATION
A. The Town of Smyrna desires to accept quotations for Hilltop-Rosenwald Park
Playground Project. The Park is located at 565 Mason Tucker Drive, Smyrna.

B. The Town of Smyrna reserves the right to reject any and all quotations, to
waive technicalities or informalities and to accept any proposal deemed to be
in the best interest of the Town. No proposal may be withdrawn after the
scheduled closing time for a period of 90 days.
C. The bidder shall abide by and comply with the true intent of the specifications
and not take advantage of any unintentional error or omission, but shall fully
address the full intent and meaning of each aspect of the specifications.
D. Section III, IV and Required Paperwork shall be completed and included as an
integral part of each bidder’s proposal.
E. The Town is a tax-exempt organization.
F. Mail is delivered after 11:00 a.m. Monday through Friday.
G. The Town of Smyrna, in accordance with Title VI of the Civil Rights Act of 1964
and Title 49, Code of Federal Regulations, hereby notifies all Bidders that it will
affirmatively insure that in any contract entered into pursuant to this advertisement,
minority business enterprises will be afforded full opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of
race, color, creed, sex, handicap or national origin in consideration for an award.
H. Bid quotations must be submitted on the Town's quotation page(s). No exceptions.
I. Tennessee General Contractor’s License Law
Bidding will be in accordance with the Tennessee General Contractor’s Licensing
Law. Bidders on construction in the amount of $25,000.00 or more must be
licensed contractors as required by the Contractor’s Licensing Act of 1976 (Rev.
1986), Public Chapter No. 822 of the General Assembly of the State of Tennessee.
Bids greater than $25,000 shall contain the following information: the bidder’s
name, license number, expiration date, and that part of classification applying to
the bid on the outside of the sealed bid in accordance with T.C.A. § 62-6-119. Bids
not conforming with this provision shall be disqualified.

J. By submission of this bid, each bidder/proposer and each person signing on behalf
of any bidder certifies, and in the case of a joint bid each party thereto certifies as
to its own organization, under penalty of perjury, that to the best of its knowledge
and belief that each bidder is not on the list created pursuant to T.C.A. § 12-12-

SECTION II - SPECIFICATIONS FOR HILLTOP-ROSENWALD PARK
PLAYGROUND PROJECT
GENERAL INFORMATION
This project is part of the Community Block Development Grant for this park. The budget
range for playground and related amenities is $320,000-$340,000.
The town desires to replace the existing playground equipment and nearby amenities at
Hilltop-Rosenwald Park for the Parks and Recreation Department. The project includes
purchase and installation of the equipment and any related grade work to the vendor
playground design.
Proposals should be as thorough and detailed as necessary to allow the Town of Smyrna
to properly evaluate the bidder's capabilities to provide the required services.
The selected proposer may be required to participate in a meeting with Town staff and
the Parks and Recreation Advisory Board.
SITE VISIT
Bidders are highly encouraged to attend a site visit to understand conditions of the area.
The site visits will be at 1:00p.m. on Tuesday, August 18 and Wednesday, August 19.
Bidders only need to have a representative at one of these.
PROPOSAL TO INCLUDE
• A concept plan showing all proposed features along with detailed list and
description of components
• Location of the ADA access point
• Itemized costs of playground components, equipment, surface, amenities and
concrete work
• A list of manufacturers, samples of playground surfacing and the surfacing borders
• A complete copy of any warranty offered
• Color photographs of any playground equipment proposed shall be included as
part of your proposal. Please limit your materials to the specific items in your
submittal; it is requested that you not include catalogs or excessive advertising
unless the items are relevant to your proposal.
• Identify all companies anticipated as having major and minor roles in the project
• A schedule for completion of the work as presented in the proposal.

SCOPE OF WORK
1. Demolition in the playground area of the park is not included in the scope of work and
will be completed prior to commencement of this scope of work by town staff.
2. Staff will work with the selected vendor to schedule the work. Vendors must coordinate
the construction to not conflict with ongoing park activities as much as possible. Adjoining
areas and parking lost must be kept clean.
3. Any damage to the park or surrounding areas will be the responsibility of the vendor.
An existing electrical line is located in the playground area.
4. Please refrain from using recycled type playgrounds
5. Please refrain from bubble windows on the playground design
6. Playground to meet current ASTM and IPEMA Standards
7. Adjacent trees can be removed to benefit the playground design if needed.
8. Project related grading will be the responsibility of the contractor
9. Vendor will be responsible to ensure the playground project meets guidelines and
related safety surface tests. HIC (Head Injury Criterion) testing is required for the surface.
PROPOSAL COST
1. The total cost shall include all cost in connection with the proper and successful
completion on the items listed in the proposal; including but not limited to, furnishing all
materials, equipment, supplies, and appurtenances; providing all construction equipment
and tools; and performing all necessary labor and supervision to fully complete the work
presented in the proposal.
2. Any transportation charges shall be included in the total cost.
3. Costs shall include all finish grading to provide a level site to meet the installation
requirements of the proposed materials.
4. Cost shall include
POTENTIAL COMPONENTS BUT NOT LIMITED TO THE FOLLOWING:
• Emphasis on physical activity and exercise for playground structures; climbing,
balancing, overhead challenges, etc.
• Separate Small unit for the 2–5-year-old age group – preferably with a Playcover
Hexagon Shade or similar product
• Separate Larger unit for the 5–12-year-old age group – preferably with a
Playcover Hexagon Shade or similar product
• Dome Climber or similar separate climber
• Crossway Climber or similar climber
• 3 bay arch with 2 belt swings, 1 inclusive swing, 1 generation swing and 1 birds
nest swing or approved equals
• Shade Structure – 20’x20’x8’ Post Hip Shade including a concrete surface under
the shade structure
• 4 – 6’ surface mount benches to be placed under the shade structure
• Playground Surface – playground grade synthetic turf with stone base; to include
a concrete curb. Ensure water can drain under or through the curb where
needed. Installation to follow turf manufacturer’s specifications.
• 1 ADA compliant picnic table located around the playground with ADA access
and on a concrete pad. The existing table pads can be incorporated if your
design allows.
