General Notice
Seneca Light and Water (Owner) is requesting Bids for the construction of the following Project:
Highway 130 to Doug Hollow Waterline
CGRE230076
Bids for the construction of the Project will be received at the office of Seneca Light and Water to the
Attention of Josh Riches - Director of Utilities, located at P.O. Box 4773, Seneca, SC 29679 until
February 12th at 2:30 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Construction of approximately 10,321 LF of 12-inch DIP waterline and associated site work and
appurtenances, abandonment of existing waterlines.
Bids are requested for the following Contract: Highway 130 to Doug Hollow Waterline
The Project has an expected duration of 150 days.
Obtaining the Bidding Documents
The Issuing Office for the Bidding Documents is:

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday
through Friday between the hours of 8:00 am and 5:00 pm local time, and may obtain copies of the
Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will
not be available from the Issuing Office.
Digital copies of the Bidding Documents may be obtained from the Issuing Office upon request at the
email address above, or upon payment of $75 one-time administrative fee for a printed set. No refunds
will be granted. Checks for Bidding Documents shall be payable to “Goodwyn Mills Cawood”. Upon
receipt of check as indicated above, or electronic proof of check as submitted via email to
becca.pick@gmcnetwork.com, the Issuing Office will transmit the Bidding Documents via delivery service.
The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s
date of receipt of the Bidding Documents. Bidder is solely responsible for verifying the most recent
version of Bidding Documents, including any addenda, have been downloaded if electronic access has
been purchased. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither
Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if
any, obtained from sources other than the Issuing Office.

Pre-bid Conference
A pre-bid conference for the Project will be held on January 27th, at 2:30 pm local time at the offices of
Seneca Light and Water, 251 E. N. 2nd Street, Seneca, SC 29679. Attendance at the pre-bid conference
is encouraged but not required.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.

Bid security shall be furnished in accordance with the Instructions to Bidders.
This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program
(SCIIP) opportunity number A-23-C176, which is administered by the South Carolina Rural Infrastructure
Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American
Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract.
All contractors and subcontractors are required to be registered in the federal System for Award
Management (SAM) and may not be debarred from doing business with the federal government.
Respondents on this work will be required to comply with all applicable federal regulations, including
those listed in further detail within the contract documents.
