ADVERTISEMENT FOR BIDS
The Recreation and Park Commission for the Parish of East Baton Rouge (BREC) will receive
electronic or paper bids for the construction of the following project:

14024 HIGHLAND ROAD, BATON ROUGE, LOUISIANA 70810
Project Description: Phase 2 renovations to the tennis courts at Highland Road Community
Park include removal of chain link fencing, removal of existing court surfacing, removal of tennis
nets, resurfacing of tennis courts, installation of fencing, and painting and priming of
miscellaneous accessories.
Electronic OR Paper bids will be received until 2:00 pm CT, March 9, 2026, by the BREC Finance
Department, BREC Administration Building, 6201 Florida Boulevard, Baton Rouge, Louisiana. All
electronic bids will be downloaded and publicly read aloud, along with all paper bids received,
immediately after the 2:00 pm bid closing in Room 1515 of the BREC Administration Building.
Bidders or their authorized representatives are invited to be present. No bids will be received after
2:00 pm on the same day and date.
Bids, amendments to bids, or requests for withdrawal of bids, received after the time specified for
bid opening shall not be considered for any cause whatsoever, except as required by law. Bids
shall be firm for a period of forty-five (45) days from the date of the opening of bids and no bid
shall be withdrawn for any reason during this period of time except as allowed per LSA-
R.S.38:2214.C. Bidders shall obtain an original set of bidding documents from BREC as follows.
Complete bid documents are available on disk for purchase for Ten Dollars ($10.00) at the BREC
Purchasing Department, 6201 Florida Blvd., Baton Rouge, LA, 70806. Any Addenda, if issued,
will be e-mailed to prospective bidders who have purchased plans and registered with the BREC
Purchasing Department. Plans may be picked up or BREC will overnight / mail plans at bidder’s

Complete bid documents are available in electronic format at www.bidexpress.com. Questions

Bidders are responsible for their own reproduction costs. A set of documents can be printed by
most reprographers.
Electronic bids and electronic bid bonds must be submitted through www.bidexpress.com prior
to the bidding deadline. Electronic bid bonds will be downloaded by the BREC Finance
Department immediately after the 2:00 pm bid closing. Bidders utilizing the electronic bid process
are responsible for confirming that all documents are properly submitted and received by Bid

Paper bid forms must be submitted in a sealed, opaque envelope and endorsed SB 1858

Commission for the Parish of East Baton Rouge along with Contractor’s license number

as required by LSA-R.S. 37:2151-2165. Bids with no license number will be rejected. One (1)
copy of the bid form shall be submitted. Bid form blanks must be duly filled in by the Bidder.
Bidders are cautioned not to attach any conditions or provisions to their proposals. Any foreign
conditions will render the proposal invalid and may cause its rejection. A Certified Check or
Cashier’s Check, payable to the Recreation and Park Commission for the Parish of East Baton
Rouge or a satisfactory Bid Bond, in compliance with LSA-R.S. 38:2218.A&C, executed by the
Bidder and an acceptable surety, in an amount equal to five percent (5%) of the total bid, shall be
submitted with each paper bid.
BREC is an Equal Opportunity Employer. The Bidder is encouraged to utilize minority participation
in this contract to the extent possible through the use of small, disadvantaged and women-owned
businesses as suppliers or subcontractors.
All Contractors bidding on this work shall comply with all provisions of the State Licensing Law for
Contractors, LSA-R.S. 37:2150-2163, as amended, for all public contracts. It shall also be the
responsibility of the General Contractor to assure that all subcontractors comply with this law.
Contractors must be licensed in the proper category of work. If required for bidding, Contractors
must hold an active license issued by the Louisiana State Licensing Board for Contractors in the
classification of "Limited Specialty Services” and must show their license number on the face of
the bid envelope and the Uniform Public Works Bid Form.
BREC reserves the right to reject any or all bids for just cause as allowed by LSA-R.S. 38:2214.
Bids shall only be accepted by Contractors who have formally obtained a complete set of the
contract documents and in whose name the proposal forms and/or specifications were issued.
The construction estimate will be read aloud at the bid opening.
A pre-bid conference will be held at 9:00 am CT, February 25, 2026 at the Highland Tennis
Center at 14024 Highland Road (GPS 13700 N. Amiss), Baton Rouge, LA 70810. The pre-
bid conference is non-mandatory. Bidders should review the bid documents and drawings
prior to this meeting.
