Highland Creek Treatment Plant Firm Capacity Upgrades
This RFT is an invitation by the City to the following pre-qualified Suppliers for the Firm Capacity Upgrades consisting of the new North East Plant, a new plant entrance and access road, new influent conduits and pipelines, new medium voltage hydro power supply, a new substation and standby diesel generator, and long term rehabilitation of the North West Plant and the South West Plant to submit bids for the performance of the Work, as further described in Part 3 (DRAWINGS AND SPECIFICATIONS) and the Contract: Alberici Constructors, Ltd Kenaidan Contracting Ltd. Maple Reinders Constructors Ltd. North America Construction (1993) Ltd. Only the Bids received from the Suppliers identified above shall be considered by the City. The major works forming this RFT are the following: • selective demolition of various existing infrastructure throughout the facility, • bulk excavation and deep foundation installation for the new 110MLD wastewater treatment facility, • the complete construction of a 110MLD wastewater treatment facility to be known as the North East Plant, a new site entrance and access road, conduits and pipelines, • the construction of a new 27.6KV electrical substation with medium voltage hydro power supply, • the construction of a new North West South West Blower Building and Polymer Building, • Demolition of the Heat Treatment Building, • long term rehabilitation of the existing HCTP North West Plant and the South West Plants. |

| Pre-bid meeting: | .1 Optional Site Meeting .1 Suppliers are recommended to attend an optional site meeting to familiarize themselves with the Project and ascertain the full extent of the Work required. The optional site meeting will take place at Highland Creek Treatment Plant (meet at the entrance), 10:00 am local time on February 6, 2024 at 51 Beechgrove Drive, Scarborough, Toronto. The site meeting will be held in the Plant Training Room. (Directions will be posted via Ariba). The site meeting will include a presentation outlining the work and a site walk. .2 Additional Site Meeting .1 The City is prepared to host an additional site meeting on a date and time to be determined to provide a walkthrough with the main focus on the electrical aspects of the work. An addendum will be issued to confirm the date, time and details of the additional site meeting. .3 Suppliers must meet all personal protective equipment (PPE) requirements prior to the meeting. Hard hats, high visibility vests or clothing and CSA-approved safety boots are mandatory for the site walk. Suppliers without the appropriate PPE will not be allowed to participate in the site walk. .4 All Suppliers must sign in at the designated signing area prior to the site meeting. .5 Suppliers must complete the Health & Safety Orientation Sign Off form attached to this RFT and must submit it to the Procurement Contact named above via email prior to the site visit. The Contractor Visitor HCTP H&S Orientation Package and the HCTP H&S Orientation Sign Off Form can be found in Part 3 as attachments 14 and 15, respectively. .6 Site meetings will not be available at any other times. .7 No statement or information provided in such meeting by either the City or the Suppliers will amend any provision of this RFT or the Contract or may be relied upon by a Supplier in the RFT process or its Bid, except and to the extent such statement or information is later confirmed through the issuance of an Addendum. | |||
