High precision isotope analyzer

Oregon State University intends to contract for the provision of a Picarro G2131-i is a high-precision analyzer for isotope measurement from Picarro Inc as a sole source because of the uniqueness (design, capability, nature) of the goods and the contractor being the single provider of the goods. Equipment must simultaneously measure both CO2 and CH4 concentrations and isotopic composition (12C/13C) in gas, solid, discrete, and flux chamber samples. At minimum it must guarantee the quality of data being measured and generated, be able to measure to 200 ppb for CO2 and 50 ppb for CH4 and be able to have an isotope analyzer that can automatically correct for ambient water and humidity. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
