The U.S. Army Corps of Engineers - St. Paul District requires a qualified contractor to inspect all of the high mast lighting poles at Locks 1 through 10 in the St. Paul District. High mast lighting is up to 100 feet above ground level at some locations. These facilities are located along the Mississippi River from Minneapolis, Minnesota to Guttenberg, Iowa.
Inspections shall include visually inspecting the luminary poles, their base plates, anchorage, and foundation, and assigning a condition for each element inspected IAW the coding guide from FHWA NHI 05-036, “Guidelines for the Installation, Maintenance and Repair of Structural Supports for Signs, Luminaries and Traffic Signals” published in March 2005. Specific inspection techniques are detailed in the Statement of Work, and include Ultrasonic Testing (UT) of anchor bars, Magnetic Particle Testing (MT) of weldments joining the pole to the base plate, torque testing of the anchor nuts, and use of spotting scopes/binoculars for high level visual inspections.

Inspections shall be coordinated with Lockmasters at least 5 calendar days in advance, and take place Monday - Friday, 7:30 AM - 4:00 PM, except Federal Holidays.
Inspections will take place within 60 days of contract award. Final reports are due within 90 days of contract award.

Offerors must be fully registered in the System for Award Management (SAM.gov), to include FAR and DFARS Representations and Certifications (reps and certs) for the applicable NAICS codes.
Quotes must include qualifications of the inspection team members, sufficient to demonstrate they meet requirement.
This solicitation is 100% set-aside for Small Business under NAICS 541350 with a SBA size standard of $11,500,000 average annual revenues (3 year average).
