Introduction/Overview

The City of Rochester is seeking proposals from qualified parties interested in purchasing the High Falls Parking Garage. The City has released a Request for Proposals (RFP) document and potential respondents are encouraged to respond for the opportunity to purchase and own this parking garage asset. The RFP and its attachments can be downloaded from the links below.

The objectives of this Request for Proposals (RFP) are to:

• Provide satisfactory revenue to the City from the sale of the property;
• Continue provision of public parking for employees and customers of businesses, as well as residents and visitors; and,
• Add the property to the City’s tax base.

Respondents are reminded to review the RFP and all its attachments thoroughly. Note that all deadlines are firm and final.

Pre-Proposal Conference

On?October 30, 2025, at 12:00pm, City staff will conduct a virtual pre-proposal conference to explain/clarify requirements and respond to questions. The meeting will be held virtually via Zoom; pre-registration is required. You are encouraged to send questions ahead of time to help staff tailor the presentation.
