Hidden in Plain Sight Drug and Alcohol Awareness Trailer
The City of Laconia Police Department invites qualified vendors to submit proposals for the design,
construction, furnishing, and delivery ofa Hidden in Plain Sight (HIPS) Drug and Alcohol Awareness
Trailer. The City seeks a complete educational trailer designed to resemble a realistic teenager's
bedroom and provide an interactive educational environment for identifying indicators of youth drug
and alcohol use.
Submissions
Interested firms are encouraged to submit two (2) proposals in a sealed envelope to the
City of Laconia Purchasing Department, 45 Beacon Street East, Laconia, NH 03246 by
3:00 PM, Friday, September 4, 2026 to be considered. Submissions must be labeled "RFP No.
26-08-lSP Hidden in Plain Sight Drug and Alcohol Awareness Trailer" Postmarks and other
timestamps will not be accepted in lieu of actual delivery to be considered. Emailed
submissions will not be accepted.
The City of Laconia reserves the right to accept or reject any and/or all proposals or any
part thereof, to waive any formality in the process, and to accept the proposal considered
to be in the best interest of the City. Failure to submit all information called for may be
sufficient grounds for disqualification. The City of Laconia reserves the right to cancel
this Request for Proposals at any time for any reason.
Questions and Addenda
All questions regarding this RFP must be submitted in writing via email no later than
4:00 PM on August 24, 2026, to kbullerwell@laconianh.gov.
Responses to questions and any resulting addenda will be posted on the City of Laconia
website at https://www.laconianh.gov/Bids.aspx no later than August 27, 2026.
It is the responsibility of all proposers to check the website for issued addenda prior to
submission.

Scope of Work
The successful proposer shall furnish a new enclosed trailer and complete all modifications necessary
to create a fully functional Hidden in Plain Sight educational exhibit.
The proposal shall include all labor, materials, installation, transportation, and incidental costs
necessary to provide a complete operational trailer.
At a minimum, the trailer shall include:
* New enclosed aluminum trailer, approximately 20 feet in length.
* White exterior.
* Finished and painted interior walls.
* Finished and painted plywood ceiling.
* Four LED ceiling lights with dimmer control.
* Eight duplex electrical outlets.
* Exterior generator or shore-power connection.
* Waterproof non-slip vinyl plank flooring.
* Realistic bedroom appearance.
* Areas for educational displays and presentations.
Proposal Options
The City requests separate pricing for the following options:
Option A
Complete Hidden in Plain Sight Trailer including:
* All furnishings
* Bedroom furniture
* Decor
* Display fixtures
* Finished educational environment
Option B
Complete Hidden in Plain Sight Trailer excluding furnishings and decor.
Trailer shall be fully finished and ready for City installation of furnishings.
Vendors may submit pricing for either or both options. Pricing shall clearly identify each option
separately.

INTERIOR DESIGN REQUIREMENTS
The interior shall resemble a realistic teenager's bedroom and may include:
* Bed
* Nightstand
* Dresser
* Desk/study area
* Chair
* Shelving
* Closet/storage area
* Wall decor
* Books and school materials
* Other age-appropriate furnishings
Final design shall be approved by the Laconia Police Department.
ELECTRICAL REQUIREMENTS
The trailer shall include:
* Eight (8) duplex electrical outlets
* 110/120-volt electrical system
* Exterior generator connection
* Appropriate circuit protection
* Four ( 4) LED ceiling lights
* Wall-mounted controls
* Code-compliant installation
Vendor shall provide an electrical layout with proposal submission.
FLOORING
Finished floor shall consist of waterproof, slip-resistant vinyl plank flooring suitable for heavy public
use and educational programming.
SAFETY
The completed trailer shall include:
* Safe public-access configuration
* Secure furniture mounting
* Fire safety considerations
* Protected electrical systems

* Slip-resistant walking surfaces
* Methods to prevent movement of furnishings during transport
The completed unit shall be suitable for supervised public tours and educational demonstrations.
VENDOR PROPOSAL REQUIREMENTS
Proposals shall include:
I. Vendor name and contact information.
2. Trailer manufacturer and model.
3. Trailer specifications.
4. Dimensions and GVWR.
5. Interior layout drawings or concepts.
6. Electrical system specifications.
7. Flooring specifications.
8. Furnishing specifications (if applicable).
9. Warranty information.
10. Estimated completion schedule.
11. Delivery cost.
12. References for similar projects.
13. Separate pricing for Option A and Option B.
14. Any exceptions to this RFP.
15. Competed documents including Terms and conditions, exceptions, non-collusion and
taxpayer ID.
AWARD
Award will be made to the proposer whose submission is determined to be most advantageous to the
City of Laconia, considering price, qualifications, experience, design approach, delivery schedule, and
compliance with specifications.
The City reserves the right to negotiate with any proposer and to reject any or all proposals.
Vendor Requirements
* All equipment shall be new, unused, and current production models.
* Equipment shall be supplied with all components necessary for full functionality and
operation.
* Vendor shall provide manufacturer warranty information with the proposal.
* Vendor shall include lead times, shipping costs, and any required accessories.
* Any proposed equivalent products must meet or exceed the specifications and
performance of the equipment listed above.

Unless specifically amended or deleted by the Purchasing Office, the following General Terms and Conditions apply to this RFP and any resulting
Purchase Order or Contract.
GENERAL TERMS AND CONITIONS:
RFP'S. Proposals must be received at the Purchasing Office before contract or order, representatives of the City of Laconia shall incur
