1.Purpose/Background

The Boulder County Department of Housing and Human Services (BCDHHS) is seeking experienced individuals or organizations who have successfully led projects with a focus on racial equity. The successful respondent(s) will demonstrate the capacity to guide BCDHHS staff, leaders, community partners, and community members through a collaborative process to create a framework of continuous improvement for BCDHHS’ values, vision, mission, and goals. This framework will shape the organization’s work both internally and externally for the next five years.

It has been five years since BCDHHS established vision and mission statements along with a set of strategic goals and/or priorities to guide our work. The organization has evolved since the last process, which took place in 2018.

Previous approaches for BCDHHS priority-setting projects have focused primarily on gathering information, feedback, and guidance from department leadership and less from staff, partners, and community members, and have focused largely on the organization’s external work in the community. Nothing about us without us: BCDHHS seeks to change this dynamic by involving traditionally unheard voices at the beginning of and throughout the process to ensure they help create the foundation for the work itself. The services and supports BCDHHS provides as a government organization are meant for all community members and are delivered by a diverse group of staff and partners. Framed with this understanding, stakeholders must be entrusted with co-leading the development of the department’s values, vision, mission, and goals to guide the organization’s internal and external work through the end of this decade.

Recently, BCDHHS has engaged its staff in a range of feedback and input opportunities related to staff retention and morale, work/life balance, racial equity, and other areas critical to the healthy functioning of an organization entrusted with serving the community. The data and information already provided by staff through these engagement processes can and will help inform the department’s values, vision, mission, and goals.

Partner organizations have also developed priorities for themselves and their collaborations to help advance our collective work in service to Boulder County’s communities. This includes strategic planning recently completed through the Boulder County Family Resource Network, which is comprised of multiple BCDHHS partners and managed and coordinated by BCDHHS. These strategic priorities can and will help inform the department’s values, vision, mission, and goals, and the Contractor(s) will need to have a plan for accomplishing this.

In addition, BCDHHS’ values, vision, mission, and goals will benefit from greater specificity to help ensure staff, community members, and community partners fully understand who BCDHHS is, what we want to accomplish and why, and how we will do so. It is also important that these stakeholder groups see themselves and their roles and opportunities clearly within the values, vision, mission and goals framework.

2.Written Inquiries

All inquiries regarding this RFP will be submitted via email to the Boulder County Purchasing Office at purchasing@bouldercounty.gov on or before 2:00 p.m. on September 22, 2023. A response from the county to all inquiries will be posted and sent via email no later than September 27, 2023.

3.Submittal Instructions

Submittals are due at the email box only, listed below, for time and date recording on or before 2:00 p.m. Mountain Time on October 12, 2023. Vendors must answer whether line-item pricing information submitted with a bid is confidential or closely held.

TERMS AND CONDITIONS
1. Proposers are expected to examine the drawing, specifications, schedule of delivery, and
all instructions. Failure to do so will be at the proposer’s risk.
2. Each proposer will furnish the information required in the Request for Proposals.
3. The Contract/Purchase Order will be awarded to that responsible proposer whose
submittal, conforming to the Request for Proposals, will be most advantageous to the
County of Boulder, price and other factors considered.
4. The County of Boulder reserves the right to reject any or all proposals and to waive
informalities and minor irregularities in proposals received, and to accept any portion of or
all items proposed if deemed in the best interest of the County of Boulder to do so.
5. No submittal will be withdrawn for a period of thirty (30) days subsequent to the opening
of proposals without the consent of the County Purchasing Agent or delegated
representative.
6. A signed purchase order or contract furnished to the successful proposer results in a binding
contract without further action by either party.
7. Late or unsigned proposals will not be accepted or considered. It is the responsibility of
proposers to ensure that the proposal arrives at the purchasing email address prior to the
time indicated in the “Request for Proposals.”
8. The proposed price will be exclusive of any Federal or State taxes from which the County of
Boulder is exempt by law.
9. Any interpretation, correction or change of the RFP documents will be made by Addendum.
Interpretations, corrections and changes of the RFP documents made in any other manner
will not be binding, and proposer will not rely upon such interpretations, corrections and
changes. The County’s Representative will not be responsible for oral clarification.
