Notice Type: Synopsis of Contract Action – URG-4C HF RADIO UPGRADE



Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) – Soliciting Competition; (b)Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, and brand-name or industrial mobilization). The authority permitting the use of noncompetitive procedures is 41 U.S.C. 3304 (a)(1).

Synopsis:



This is a Sole Source synopsis published for informational purposes only.



The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Collins Aerospace 400 Collins Rd, NE Cedar Rapids, IA 52498 for a URG-4C HF Radio Upgrade. The contract will be executed by means of other than full and open competition, due to Collins Aerospace being the only company that provides this product and meets the requirements of the 418th Global Reach CTF.



Requirements for the testing equipment are below:



Quantity 1: URG-4C 1kW Ground HF Radio System



Quantity 1: TSK-101 Time Source Kit



Up to 2 Days of training at 418th Flight Test Squadron



In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:



Collins Aerospace is the sole provider of the URG-4C HF Radio Upgrade that is required by the 418th Global Reach CTF. “Quantity 1: URG-4C 1kW Ground HF Radio System



is a sole source product, manufactured, sold, distributed and repaired/calibrated exclusively by Collins Aerospace. There are no other like products on the market designed for long-range communication.





Collins Aerospace being the only company that provides this product and meets the 418th Global Reach CTF requirements and specifications, particularly 100% compatibility with the Ground HF Radio System. Full compatibility is required for testing without the added time, complexity and cost required to reprocess one-off data. This congruency between governmental entities allows for the sharing of information that directly impacts the Air Force's flight testing. Switching to a different vendor would render all currently used products useless as there is no guarantee that Collins Aerospace products and the new products can communicate with each other. Switching to another vendor would also interrupt 418th Global Reach CTF testing as time and manpower would be required to find products that Edwards AFB utilize to communicate with each other and meet mission requirements.

Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101 – Ombudsman, will be included in any potential solicitation and contract for this acquisition.
