PROJECT OVERVIEW
MnDOT needs final design plans for the urban reconstruction of Trunk Highway (TH) 210 through the City of
Hewitt, MN as State Project (SP) 7701-45. The project limits extend from Reference Point (RP) 76 + 00.600 to
78 + 00.100 (Bridge #77013 E. approach to 630' E of Wisconsin St.) along TH 210 in Hewitt. SP 7701-45 letting of
September 26, 2029. SP 7709-18 roundabout project has been designed to the 95% final plans and will held until
the projects can be tied for September 26, 2029, letting date (tied; separate plans).
The project will reconstruct the existing TH 210 urban section, remove and replace bituminous surfacing,
replace/upgrade Americans with Disabilities Act (ADA)-compliant pedestrian facilities, modernize storm sewer
and drainage, bridge guardrail and end treatment replacement, manage access, and coordinate utility
impacts/relocations, and improve safety are central to the scope. Existing drainage conditions, connections, and
outlets unknown, Successful Responder to validate onsite and with MnDOT hydraulics. Existing storm structures
to be removed and Successful Responder to redesign/replace system with hydraulic requirements.
Layouts have not been approved for the project. MnDOT predesign staff will complete the preliminary and
final layout work. The Successful Responder will be expected to coordinate with State staff on layout design
to transitioning developing construction limits for the project.
Project overview:
1. Reconstructing TH 210 from the East approach of Bridge #77013 to 630' E of Wisconsin St.
2. Provide ADA-compliant pedestrian facilities (curb ramps, sidewalks, Alternative Pedestrian Access
Route's (APAR's) across the corridor per MnDOT ADA recommendations. Must meet newest standards.
Design staff to do field walk onsite with ADA office summer/fall 2026.
3. Bridge #77013 East guardrail and end treatment replacement to meet latest standards.
4. Avoid historic wayside property.
5. Minimize Right of Way (ROW) acquisition and impacts to adjacent properties.
6. Modernize drainage to meet National Pollutant Discharge Elimination System (NPDES) and District
hydraulic criteria. Successful Responder must do own investigation of current conditions, connections,
and outlet locations.

MnDOT will deliver this project through the Design-Bid-Build method. Final project plans and specifications will
be prepared in accordance with MnDOT Manuals, Standards and Work Types included in the project. The
Successful Responder will perform all tasks necessary to prepare and receive MnDOT approval for final plans.

The Successful Responder's tasks will include, but are not limited to:
1.0 Project Management (Source Type 1010)
1.1 Project Administration
MnDOT will provide a Project Manager (PM) to help manage the project. It is the responsibility of
the State PM to receive the work produced by the Successful Responder, review compliance, and
recommend payment.
Successful Responder will utilize the State ProjectWise directory for SP 7701-45 (TH 210) for project
file sharing. Directory standards and file naming standards are available upon request to the State
PM.
Administration includes communication with State, invoicing, supplemental agreements,
cost/schedule updates, billing preparation, and other non-technical work.
1.2 Schedule Management
MnDOT will provide a Primavera 6 (P6) Schedule for project design. Successful Responder's task will
be to coordinate the design schedule to meet the proposed project letting date: September 26,
2029.
1.3 Project Team Kick-Off Meeting
Successful Responder will schedule and facilitate a Project kick-off meeting to establish
communication protocols for design, discuss known project issues, and review schedule. Successful
Responder will receive available project information from MnDOT. Successful Responder will
provide its Quality Management Plan (QMP) to MnDOT at the kick-off.
1.4 Additional Project Meetings (as necessary)
Includes meetings with City of Hewitt and Todd County for coordination of local road connections,
ADA, utilities, and other issues.
1.5 QMP and Quality Assurance/Quality Control (QA/QC) Procedures (Source Type 1250)
Successful Responder will develop a QMP specifying QA/QC activities throughout the project to
ensure timely delivery and conformity. Successful Responder's QA Manager will review submittals
for compliance prior to submission, following MnDOT Design-Bid-Build Quality Management
Process.

Successful Responder's QA Manager will review entire plan design and production for completeness
and adequacy. No changes in Successful Responder's Key Personnel may be made without prior
written consent of MnDOT's Project Manager.

Successful Responder's Deliverables:

7. Submit electronic project files at 30%, 60%, 90%, 95%, and final submittals. Package must
include the current Microstation Design Files (DGN) Models and associated files at the moment
of delivery for each submittal. Submittal includes file inventory defining the files and their
content (alignments, geometrics, limits, signing , and corridor models). As the project develops
more dgn files will be submitted for review (drainage, Electrocuttable Film (EC), staging, etc.).
8. Make an analysis of existing survey data and information. If the data are found to be incorrect or
incomplete, bring this finding to the attention of the MnDOT's PM immediately with a survey
request, such that district surveys can collect the additional field data needed for a quality
design.
a. Coordinate all other survey requests needed to complete the design of the final plans,
including Utility Surveys with MnDOT's PM.
2.0 Public Involvement and Outreach (Source Type 0054)
2.1 Successful Responder will develop a public outreach plan engaging Hewitt residents, businesses,
and the public. Public Open Houses. Successful Responder will prepare exhibits for and conduct
meetings with local businesses, residents, and stakeholders throughout the project. Will also include
up to two city council meetings for municipal consent.
Up to six meetings are anticipated:
1. Following the development of the geometric layout
2. City council geometric layout mtg.
3. Municipal consent mtg. x2
4. For construction staging, anticipated to be in 2026/27.
5. Construction open house after award of bid.
Property Owner Meetings
1. Successful Responder will prepare exhibits for in-person and online if needed and conduct up to
six one-on-one meetings with impacted property owners during project development to
communicate project intent and address questions.
2.2 Deliverables
Successful Responder Deliverables:
1. Develop/implement outreach plan, including meetings with local officials, residents, businesses

3.0 Utility Identification and Coordination (Source Type 1195)
For the purpose of this contract "utility facilities" means and includes all privately, publicly, or cooperatively
owned communication lines and facilities; and any system, lines, or facilities for the distribution or transmission
of electrical energy, gasoline, oil, gas, water, steam, or for the exclusive collection of sewage.
3.1 Utility Identification and Coordination
Utility coordination will include tasks necessary to be in compliance with MnDOT's Utility
Accommodation & Coordination Manual and applicable State Statutes. This includes but is not
limited to Gopher State-One Call (GSOC) contacts and preparing and distributing letters and plans,
meetings and individual utility contacts. For the purpose of this contract "utility facilities" means and
includes all privately, publicly, or cooperatively owned communication lines and facilities; and any
system, lines, or facilities for the distribution or transmission of electrical energy, gasoline, oil, gas,
water, steam, or for the exclusive collection of sewage.
Successful Reponder will be responsible for Utility Coordination beginning at Step 1: Utility
Identification for Construction Projects, thru Step 9: Review of Utility Relocation Plans, Schedule and
Permit Submittal, and Step 12: Utility Information in Contract Documents. MnDOT will be responsible
for Steps 10, 11, 13 and 14. MnDOT will also be responsible for the Permit Submittals in Step 9.

District 3 to prepare early notification memorandum and provide responses from MnDOT functional groups and
the Minnesota Department of Natural Resources (MNDNR).
4.1 Section 106 Review (Cultural Resources)

MnDOT's Cultural Resources Unit (CRU) will perform the cultural resources reviews for the project,
including any archaeology or architectural history surveys that CRU determines necessary for
completion of the Section 106 process. The Successful Responder will use that information to write
the cultural resources section of the environmental documents. CRU and MnDOT's Historical
Preservation Office correspondence will be included as an appendix to the environmental
document.
4.2 Greenhouse Gas (GHG) & Mobile Air Source Toxics (MSAT) Analysis
The Successful Responder will perform all activities needed to complete a GHG and MSAT analysis.
4.3 Prepare Categorical Exclusion (CATEX) Documentation
The Successful Responder will complete the CATEX Documentation for the project, environmental
justice analysis, and complete any supporting documentation needed. CATEX document is to be
completed prior to the right of way acquisition process.
5.0 NPDES Construction Stormwater (CSW) General Permit (Source Type 1071)
5.1 Standards and Guidance

5.2 Submit Stormwater Pollution Prevention Plan (SWPPP) for MPCA Review (P6 Activity Code
NPP1020)
5.2.1 The Successful Responder will:
1. Successful Responder to determine if the project disturbs 50 acres or more and is within
one mile of and discharges to a special or impaired water.
2. If yes, submit a SWPPP to the MPCA for review at the 90 percent plan completion point.
3. Arrange and facilitate a meeting to review the project and SWPPP with the MPCA and
the MnDOT water resource engineer or project manager.
5.2.2 The MPCA will review the SWPPP and, upon confirmation of conformance to the permit,
send an approval letter to both the MnDOT and the Successful Responder for inclusion with
the electronic permit submittal.
5.3 Deliverables:

1. SWPPP submitted to MPCA.
2. Meeting agenda, materials, and summary.
3. Determination of whether or not the project disturbs one or more acres of soil and/or adds one
or more acres of net new impervious.

MnDOT's Deliverables:
1. Prepare and submit the NPDES Permit Application (P6 Activity Code NPP1040)
2. Submittal of the permit application, electronically.
6.0 Construction Limits (Source Type 1200)
6.1 Successful Responder will:
1. Develop cross sections and grading plans.
2. Prepare draft construction limits based on the design recommended from the geometric layout.
3. Plan for up to three calls with MnDOT ROW to discuss final limits.
4. Prepare preliminary construction limits based on the geometric layouts, and grading plans and
submit for MnDOT review and comment. Include the current model in review package for
review.
5. Prepare final right of way construction limits for MnDOT.
7.0 Transportation Management Plan (TMP) (Source Type 1256)
SP 7701-45 will require an in-depth analysis TMP. The project will need to be staged in coordination with SP
7709-18 roundabout project. The Successful Responder will evaluate different detour options, turning
movements, load restrictions, etc.
7.1 Standards and Guidance
7.1.1 The TMP must be completed in accordance with:

7.2 Items Provided by MnDOT
1. Previously collected turning movement counts from the intersection of United States (US) 71
and TH 210 (if needed).
2. TMP for SP 7709-18.
7.3 Milestones and P6 Activity Codes
7.3.1 There are multiple tasks that must be completed as part of TMP1000 listed in this scope
of work with different completion dates. The Successful Responder will work with the
MnDOT to determine when each deliverable will be completed within the P6 schedule.
7.4 Final TMP (TMP 1000)
7.4.1 The Successful Responder will develop the final TMP for the preferred layout alternative
including:
1. Complete the TMP Submittal Form.
2. Prepare and submit the draft TMP package with the 60% submittal that includes the
TMP Submittal Form and draft TMP report. Include the TMP Worksheet, 60%
temporary traffic control, and 60% time and traffic special provisions as appendices.
3. Incorporate MnDOT comments and update the TMP package to reflect any changes
in the staging and temporary traffic control and submit an updated TMP package
with the 90% submittal.
4. Incorporate MnDOT comments and submit the final TMP package.

8.0 Detail Roadway Design (Source Type 1250)
8.1 The Successful Responder will:
8.1.1 Prepare roadway construction plans for the proposed roadway improvements that are
consistent with horizontal and vertical alignments, typical sections, and construction
limits identified in the approved Design Memorandum. The road plans prepared under
this Contract will also be consistent with findings and recommendations identified in the
CATEX and MDR.
8.1.2 Perform work in accordance with the MnDOT's Highway Project Development Process
(HPDP), MnDOT Computer Aided Drafting and Design (CADD) standards, and Technical
Memoranda. Work will be completed using English units.
8.1.3 Ensure that the format of the draft construction plans will comply with the MnDOT
(District) provided sample plan and the MnDOT's CADD Standards Manual.
8.1.4 Prepare the following MicroStation plan sheets, which may be combined with the prior
consent of the MnDOT's Design Manager:
1. One .pdf format copy of the plan at 30%, 60%, 90%, 95%, and 100% completion.
Submit electronic copy of current model for review at 30%, 60%, and 90%
submittals.
2. Prepare an Opinion of Probable/Engineers Cost at 30%, 60%, 90%, 95%, and 100%.
3. Prepare cost split map and develop cost splits for the agreements with the Local
Units of Government (LUGs).

9.0 Preliminary Drainage Design (Source Type 1141)
9.1 Standards and Guidance
9.1.1 All deliverables must be prepared in accordance with:

9.1.2 All deliverables must be prepared in accordance with the following project specific
standards:
1. Stormwater Storage and Treatment Systems:
i. Construct all stormwater treatment and storage systems with a minimum of
two feet of vertical freeboard above the high-water level (HWL) of a 100-year,
24-hour storm event to the berm crest (continuous flat surface).
ii. Construct berm crest width of five feet, minimum.
iii. Provide a wet pretreatment basin/cell upstream of all infiltration and filtration
systems, unless another method is approved by the District Water Resources
Engineer.
iv. Underground structural stormwater storage and/or infiltration facilities will not
be approved on this project, unless approved by the District Water Resources
Engineer.
2. Wet Stormwater Ponds and Filtration Basins: i. Line stormwater ponds and filtration
basins if they are located within a very high or a high-vulnerability area of a Drinking
Water Supply Management Area (DWSMA), within an Emergency Response Area
(ERA), or located within contaminated soils.
i. Provide a minimum of depth from the normal water level (NWL) to the pond
bottom of at least three feet and a maximum depth of 10 feet.
ii. Provide a 1:10 (V:H) bench extending from a wet pond NWL a minimum of 10
feet horizontally into the pond. Above the NWL, slopes must be no steeper
than 1:3 (V: H) with 1:4 slopes preferred.
iii. Base filtration rates for the design of the filtration basin on the MPCA
Stormwater Manual. Base ponding depth within the filtration basin on the
design filtration rate and a maximum 48-hour drawdown period.
3. Infiltration Basins:
i. Infiltration basins will not be located within a very high or a high-vulnerability
DWSMA or within an ERA. For proposed infiltration within other DWSMA
vulnerability areas, written approval must be received from the corresponding
City.

ii. Infiltration is not permitted in areas with soil or groundwater contamination,
karst, within three feet of a regional groundwater table, in Hydrologic Soil Group
D, where soil infiltration rates are more than 8.3 inches per hour without
modification, within 200 feet of a private water supply well, within 100 feet
from a septic system, or within 100 feet of buildings or building foundations.
iii. Base infiltration rates for the design of infiltration basins on measured
infiltration rates along with the MPCA Stormwater Manual correction factor.
Alternatively, use the MPCA Stormwater Manual design infiltration rates for the
applicable soil texture.
iv. Provide an overflow to establish the maximum water quality ponding depth to
achieve the required maximum 48-hour drawdown period.
4. Hydrologic Methods:
i. Design the drainage system so pre-project conditions are not exceeded for flood
damage potential.
ii. Design stormwater storage and treatment facilities using the Atlas 14, 100-year,
24-hour rainfall event with an antecedent moisture condition of 2.
9.1.3 All deliverables must be prepared using an approved drainage design software.
9.2 Items Provided by MnDOT:
1. HydInfra storm drainage asset management system data available for the project area including
data for any ponds, culverts, pipes, and hydraulic structures.
9.3 Preliminary Stormwater System Analysis (P6 Activity Code PND1000)
9.3.1 The Successful Responder will compile available water resources-related information,
regulatory requirements applicable to the project, and develop a water resources design
criteria summary document for the project area described as follows:
9.3.2 The summary document must include and identify:
1. Existing stormwater drainage plans, models, and survey data including available
data on culverts, ditches, storm sewer systems, and stormwater treatment systems
within the project area.
2. Information collected during the field survey relating to existing conditions.
3. Available soil conditions where infiltration, filtration, and wet ponds are proposed
and where stormwater trunk line piping is proposed. Identify the source(s) of the
data including web-based data, soil borings, and other.
4. Water resources issues including, but not limited to, areas with historically
inadequate drainage (e.g., known flooding areas, citizen-identified concerns and
complaints), environmentally sensitive areas, localized flooding, and maintenance
problems associated with drainage, erosion areas, high groundwater table areas,
areas known to contain contaminated soil or water, karst areas, ERAs, and DWSMAs
including the degree of vulnerability of each DWSMA throughout the project area.
5. Volume control, water quality, and rate control requirements as imposed by federal
and state government regulations, MnDOT District Hydraulic Guidelines, watershed
district and/or watershed management organization standards and rules, and any
local governmental unit standards and rules.
6. Existing drainage systems that require cleaning and/or inspection and make
recommendations if features need repair or replacement.

9.3.3 The Successful Responder will prepare drainage overview map(s) for the project area
including:
1. Existing and proposed drainage features including, but not limited to, culverts,
ditches, storm sewer, outfalls, drop inlets, catch basins, wet ponds, dry ponds,
infiltration basins, and filtration basins. Available municipal drainage system
information must be included.
2. Delineated drainage areas to each point of inflow and outflow from the project.
Existing and proposed drainage areas must identify the time of concentration and
modeled peak flows for the design events identified in the water resources design
criteria summary. Existing and proposed ponding or detention areas must show the
model peak water surface elevation for the 100-year design storm event.
3. All waters within 1 mile of the project that receive project runoff: public waters,
outstanding resource value waters, special waters, and impaired waters.
4. Federal Emergency Management Agency (FEMA) Floodplain boundaries, Watershed
District flood elevations and/or floodplain boundaries, National Wetlands Inventory
(NWI) wetland boundaries, jurisdictional ditches, karst areas, ERAs and DWSMAs,
and other relevant drainage system information including agricultural drainage tile
systems within and adjacent to the project area.

9.3.4 The Successful Responder's Deliverables:
1. Water resources design criteria summary
2. Drainage overview map(s) for existing conditions
3. Drainage overview map(s) for proposed conditions
9.4 Preliminary Stormwater System Design (P6 Activity Code PND1000)
9.4.1 The Successful Responder will:
1. Develop preliminary existing and proposed conditions hydrologic/hydraulic models
of the project area and perform modeling as necessary to ensure project
conformance to project design standards and permitting requirements for the
project. Analyses will be completed for the design storm events identified in the
water resources design criteria summary document.
2. Prepare preliminary stormwater system designs and a corresponding preliminary
stormwater design report for the recommended design. The design and report must
include documentation of the preliminary design, including how the meets the
requirements identified in the water resources design criteria summary document.
The report must provide documentation of the following:
i. Total disturbed soil area, existing and proposed impervious area, reconstructed
impervious area, and resulting regulatory requirements for volume control and
water quality treatment.
ii. Preliminary sizes and locations of culverts, storm sewer trunk lines, and outfalls.
iii. The location, size, type, slope, computed headwater for the existing (where
applicable) and proposed conditions discharges, and preliminary invert
elevations of each culvert and outfall.
iv. Preliminary location, surface area, and treatment volume depth of potential
stormwater treatment systems including preliminary grading sufficient to
establish construction limits and ROW needs.
v. Construction limits and required ROW for all drainage system facilities and
stormwater treatment systems.
