Part I Proposal Requirements
Section IA General Information
1. Introduction Clark County Parks and Nature invites qualified multidisciplinary teams to submit proposals
on the planning and design of a new publicly accessible trail at 78th Street Heritage Farm in
Vancouver, WA. This project represents a significant milestone in the evolution of one of the
region's most historically important landscapes. Heritage Farm is an eighty (80) acre property
recognized as a Historic District on local, state and federal registries due to its legacy as the
Clark County Poor Farm and the Washington State University Agricultural Experimental
Station.
For more than 150 years, public access to Heritage Farm has been limited. The development
of this trail will mark the first opportunity for casual, community-oriented access to the site,
creating a meaningful connection between NE 78th Street and NE 68th Street in Hazel Dell.
The trail is envisioned not only as a recreation corridor, but as an interpretive experience that
allows visitors to engage with the site's layered history, understand its ongoing public-serving
functions and enjoy its unique agricultural and open space character.
The selected team will be tasked with taking an established concept and delivering a design
that is sensitive to the site's historic significance while meeting modern standards for safety,
sustainability and accessibility. The trail will be designed and constructed in accordance with
ADA requirements and U.S. Forest Service Trail Accessibility Guidelines (FSTAG), ensuring
that people of all abilities can experience and benefit from this important community asset.
The project will require thoughtful integration of cultural resource protection, ecological
considerations and user experience, resulting in a trail that is both respectful of the past and
welcoming for future generations.
This is a qualifications-based selection process, do not submit costs with proposal.

2. Background Heritage Farm has a complex and layered history of serving Indigenous peoples, early settlers,
as a part of the social welfare system, retraining WWII veterans and generations of agricultural
researchers and practitioners; today it continues to support public-serving agricultural
programming and community partnerships. Despite this long legacy of public use, access to the
site has remained largely controlled, limiting opportunities for the broader community to
experience and learn from this landscape.
In 2024, the Clark County Council approved the Heritage Farm Sustainability Plan, establishing
a strategic framework to guide implementation of the 2020 Heritage Farm Master Plan update.
The Sustainability Plan outlines a path toward improving public access, supporting long-term
financial sustainability and enhancing the Farm's role as a community-serving asset while
protecting its historic and agricultural integrity.
In 2025 Parks and Nature initiated the first phase of public access improvements identified in
the Sustainability Plan. Working collaboratively with a consultant team, farm partners and the
broader community, this phase focused on defining early infrastructure needs and refining a
vision for how the public will experience the site. Key elements of this phase included the design
of a pavilion building to support existing farm programming, provide restrooms and serve as a
future trailhead for a community-accessible trail. This phase also resulted in the development of
a preferred concept for the alignment and character of the community trail connecting NE 78th
Street to NE 68th Street. The pavilion building is planned for construction in 2027.
Parks and Nature is now advancing into the next phase of implementation and seeks a qualified
consultant team to build upon this foundational work. The selected team will translate the
preferred concept into a detailed, constructible design, ensuring alignment with the Sustainability
Plan's goals for accessibility, historic preservation and community benefit.
3. Scope of Project The scope of this project includes comprehensive design and construction services for the new
community accessible trail and associated site improvements. This project will translate the
preferred trail concept into a fully realized, constructible design.
The selected consultant team will be responsible for a full range of professional services,
including but not limited to site design, civil engineering, landscape architecture, interpretive
planning. The scope of work will include wetland and habitat delineation, archeological
investigation, and coordination with cultural resource specialists to ensure compliance with
applicable codes associated with historic designation. The team will also work with county in-
house designers on fencing design, trail alignment and surfacing design, parking lot design,
integrating these elements into a cohesive and accessible plan.
Key project features include the development of two parking areas (one temporary gravel and
one pavement), a network of accessible pathways utilizing a combination of concrete, asphalt,
and compacted gravel. Additional elements may include viewpoints, overlook structures,
interpretive installations, wayfinding and supporting amenities like restrooms. The design will
need to carefully balance public access with preservation of agricultural operations, natural
resources and historic features.
The consultant will also support permitting, environmental review, cost estimating, bid document
preparation and construction administration services. Coordination with regulatory agencies and
project stakeholders. The consultant will support Parks and Nature through an outreach and
engagement process.
The objective of this project is to establish a model of integrating public access into a working
historic landscape, one that expands recreational opportunities, enhances community
understanding of the site's past and present and ensures long-term stewardship and
sustainability.

4. Project Funding This project is funded through a combination of Park Impact Fees and Real Estate Excise Taxes.
There is a potential for grant funding through state or local partnerships.

7. Employment The Proposer, if awarded the Contract, shall register and enter into a Memorandum of
Verification Understanding (MOU) with the Department of Homeland Security E-Verify program before
execution of the Contract. The Contractor shall ensure all Contractor employees and any sub-
contractor(s) assigned to perform work under this Agreement are eligible to work in the United
States. The Contractor shall provide verification of compliance upon County request. Failure by
Contractor to comply with this subsection shall be considered a material breach.

Section IB Work Requirements
1. Required Services Clark County is requesting landscape architecture, engineering, architecture and environmental
professional services, archeological investigation and reporting services and interpretive plan
and graphic design services to support the County's project team.
The consultant team will work closely with the designated county personnel on the project.
Subcontracting consultants is acceptable; however a single firm must be identified as the "prime"
and subcontracts must include necessary clauses from the Clark County contracts.
The required services are anticipated, but not necessarily limited to:
* Providing ongoing consultant project management, coordination and communication
with the project design team and county staff throughout the project. Includes all
coordination and communication necessary to successfully accomplish the project
work.
* Initial kick-off meeting with the County including site walk with County staff including
operations and maintenance staff.
* Up to sixteen (16) project team/progress meetings through the end of the project term

* Up to eight (8) coordination meetings with the County QA/QC design engineer
* Design review meetings at 30%, 60%, 90% and 99% preliminary plan submittals.
