INVITATION TO BID

Project Name: Heightened Awareness Crosswalk-Hyland-Croy Rd and Tullymore Dr

Project No. 25-026-CIP

The City of Dublin, Ohio will receive electronic bids for the materials and labor necessary for the

construction of the Heightened Awareness Crosswalk-Hyland-Croy Rd and Tullymore Dr Project.

Bids shall be received by City of Dublin via Bid Express until 11:00AM local time on Tuesday

December 9, 2025.

The City of Dublin may choose to not award the bid—and bidders shall hold bids open—until 90

days after the bid opening. The project will install a pedestrian hybrid beacon at the intersection of

Hyland-Croy Road and Tullymore Drive. Also included in the project are curb ramp modifications

and a temporary pedestrian hybrid beacon. The cost estimate for the Project is $325,000.

Documents are available online at www.bidexpress.com at no charge. By downloading the

attachments, you will immediately become a plan holder. This ensures you receive addendums

that may be issued.

As a bidder, you must register, set up to bid, and review each solicitation you intend to bid

electronically on before bidding. Note: Navigation of the Bid Express service is FREE unless you

select a solicitation for bidding and complete your purchase.

Each bidder is required to furnish with its proposal a Bid Guaranty in accordance with Section

153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a surety

company or corporation licensed in the State of Ohio to provide said surety.

Each proposal must contain the full name of the party or parties submitting the proposal and all

persons interested therein. Each bidder must submit evidence of its experience on projects of

similar size and complexity. The owner intends and requires that the temporary signal shall be

placed in operation no later than March 31, 2026. The owner intends and requires this project be

completed by October 31, 2026.

All contractors and subcontractors involved with the project will to the extent practicable use Ohio

products, materials, services and labor in the implementation of their project. Payment of

Prevailing Wage is required for this Project.

The City of Dublin reserves the right to accept or reject any or all bids, to waive any informalities or

irregularities in the bidding process and to enter into a contract with the bidder whom, in its

opinion, offers the lowest and best bid.

Each bidder must ensure that all employees and applicants for employment are not discriminated

against based on race, color, religion, sex, or national origin.
