ITEM AND DESCRIPTION
Shawnee County is soliciting sealed bids for (3) three New/unused 2025 Trucks and 25-yard high
compaction rear loader bodies per the following minimum specifications.
GENERAL SPECIFICATIONS
These specifications are guide specifications. Any exceptions to these specifications shall be so noted. The
County reserves the right to waive minor technicalities under this specification. Bids on items that are “an
approved equal” are encouraged unless otherwise noted. The burden of proof regarding "an approved equal"
will be upon the bidder.
A complete and current set of detailed specifications and maintenance technical data with appropriate
illustrations as well as a complete and current set of warranty and guarantee data must also be submitted as a
part of the bid. Failure to include these data may result in rejection of the bid.
Successful bidder must provide a complete list of parts for chassis, engine, and transmission and packer body
by description from manufacturer’s part numbers. Also to be included are shop service & repair manuals for
chassis & engine capable of doing fuel injector testing and diagnostics with updates when available. This
will be requested for (5) years after date of purchase of chassis. Complete electrical circuit diagrams of

chassis, engine, transmission, packer body. Parts, repair, and rebuild manuals if not included in the above.
Prefer the above to be in CD-ROM form.
TECHNICAL SPECIFICATIONS
It is the intent of these specifications to describe a hydraulically actuated packer body of the rear loading
type with the following minimum specifications considered necessary to perform the work assigned. The
body shall be capable of compacting and transporting refuse to a landfill or transfer station and dispensing
the load by means of hydraulic ejection. The body shall not be required to be tilted, lifted or otherwise
displaced from the chassis in order to eject the load.
The Chassis & Packer body shall be current 2025 models, made under standard production by the
manufacturer and which the bidder stocks parts.
All equipment furnished under this contract shall be new and unused, and the same as the manufacturers
current production model. Accessories not specifically mentioned, but necessary to furnish a complete unit
ready for use shall also be included. The equipment furnished shall conform to all ANSI Safety Standards
A245.1-1-1984.
The unit as specified and all equipment, standard and optional, shall be completely assembled,
adjusted, installed and ready for use on a truck chassis furnished by others. Bidder shall provide a (5)
year warranty on hydraulic cylinders, (5) year warranty for defects in materials and workmanship
parts and labor from date of delivery including wiring and electrical components wired in or
connected to chassis or transmission or engine system shall be covered for five (5) years parts and
labor.
The following specifications are the minimum acceptable specifications. Failure to comply may be used as a
basis for rejection of the bid.
If the equipment offered differs from the provision contained herein, these differences must be explained in
detail.
Bidders must indicate compliance, or state exceptions, or the bid may be subject to rejection.
TRUCK CHASSIS:
1) WARRANTY: 5 yr bumper to bumper and 5 yr-200,000 mile engine (Cummins PP1) including
engine after treatment and 5 yr transmission. to include all parts, labor, on transmission, rear
axles, any internally lubricated parts of diesel engine and including starter, alternator, fuel pump,
fuel injectors, turbocharger, water pump, all engine electronics including chassis wiring to and
from engine and transmission, modules, relays, solenoid, sensors, chassis wiring, switches, dash
gauges, hvac, etc. With Towing. Must be included in the price of the truck.
2) ENGINE:
a. The engine shall be diesel fueled wet sleeve design with a minimum of 8.9 liters at 330 hp, turbo
exhaust brake controlled from a dash mounted switch.
b. The engine shall have a low oil pressure and high engine temperature engine shut down system.
c. The engine must use an S.C.R. system to achieve compliance with E.P.A. 2025 emission standards.
d. The fan will have a Horton two speed air operated clutch.

e. The DEF tank shall be 9.5 gallons minimum of usable volume, located on LH side under cab.
Exhaust must be RH under cab DPF/SCR w RH SOC vertical tailpipe.
f. Shall have Cummins 18.7 CFM ISL air compressor.
g. Shall have engine mounted Power core air cleaner w/constant torque SS clamps, pop-up air flow
restriction indicator.
h. Shall have immersion engine block heater 120V 1000W.
i. Shall have multi-function engine connector for body builder; body builder harness to EOF for
customer installed remote throttle control.
j. Shall have 160 amp alternator; fuel cooler required; must have heated filter/water separator w/WIF
sensor.
k. Starter shall be 12V electrical system w/centralized power distribution.
l. Batteries shall be 3 Optima 31A Threaded post (950) 2,850 CCA.
m. Must have battery disconnect switch on the side or back of the battery box to kill all power.
n. Battery box shall be cantilever steel BOC w/fiberglass cover, mounted on LH side.
o. Shall have jump start terminals mounted to the battery box.
3) WEIGHT:
The unit shall have a total GCW of no less than 62,000 pounds.
4) WHEELBASE:
The unit shall have a minimum wheelbase of 224”; CA shall have a minimum of 157”; and overall length
shall be 376”. Turning radius of not more than 35 feet,
TURNING RADIUS MUST BE STATED IN BID.
5) AXLES AND SPRINGS:
a) The unit must have an 16,000 K wide track steering axle, or approved equivalent.
b) The front springs must have a capacity of not less than 16K with shock absorbers, 2-leaf, with
threaded bushings for taper leaf springs.
c) The unit must have a 46K rated rear axle rated at not less than 46,000 pound capacity, with 16 MM
load housing & wheel to wheel differential lockouts in both rear axles, or approved equivalent.
d) Gear ratio shall be 5.63.
e) The rear suspension shall be Tandem Hendrickson HMX EX 460 46K, have 54” axle spacing with a
laden height of 11.5 inches, with shocks, rubber bolster bushings, heavy duty (Hendrickson) torque
rods, and Transverse track rods, or approved equivalent.
6) TIRES & WHEELS:
a) Front: 22.5 x 9 Steel Armor powder coat, hub pilot mount, 5-hand holes. 315/80R 22.5 20 PR 20”
SLR or approved equal.
b) Tandem rear: 22.5 x 8.25 Steel Armor powder coat, hub pilot mount, heavy-duty 5-hand holes.
11R22.5 16 PR Continental HDR2+ or approved equal.
7) STEERING:
The unit shall have single power steering gear; power steering cooler shall be radiator mounted.
8) TRANSMISSION:
a) The unit shall have a 6 speed Allison 3000RDS with auto neutral Shifter shall be a stalk style,
mounted on the steering column.
b) Shall include heat exchanger & oil level sensor.
c) Shall have center bearing driveline. Shall have Severe Service rear transmission support springs.

9) FRAME & EQUIPMENT:
a) The unit shall have a Medium Duty, double C channel, reinforced frame.
b) Frame rails shall be 10 ¾” x 3 ½ x 3/8” steel, with full steel inserts.
c) The bumper shall be HD swept back, painted steel. Shall have two front mounted forged tow hooks,
each rated for the weight of the fully loaded truck; huck bolts throughout frame where possible.
d) Shall have 80 gallon fuel tank LH under cab.
10) BRAKES:
a) Front brakes shall be 22K Bendix ES S-Cam 16.5x6 in. Drums 22k lbs, 16.5x6 in Cast, with slack
adjusters.
b) Rear dual brakes shall be Bendix 16.5x7 into 46k, with automatic slack adjusters. Bendix ES S-Cam
drums: Cast Lite. Bendix 6S/6M anti-lock brake system w/air traction control.
c) Air compressor shall be Cummins 30.4 CFM ISL or approved equivalent, Air Dryer shall be Bendix
AD-IS Extended Purge heated , or equivalent, to be located inside RH rail BOC; moisture ejection
valve w/pull cable drain.
11) CAB:
a) The unit must have Air ride cab suspension, galvanized steel, conventional cab.
b) Hood shall be sloped, with the top factory painted with anti-glare flat black, with radiator mounted
grill, split fenders, mudflaps, & separate bumper.
c) Shall have multi-plex wiring; must include PTO, beacon light and work light switches integrated
in to the dash and wired.
d) Driver seat shall be an air suspension high back with lumbar support and vinyl upholstery with
inboard arm rests.
e) Steering column must have tilt & telescoping capabilities.
f) A two man passenger seat shall also be provided with vinyl upholstery and under seat storage.
g) Audible warning and seat belt light indicator must be present in dash.
h) Seat belts shall be orange.
i) Shall have AM/FM/ Bluetooth radio.
j) Shall have two 12V outlets.
k) Shall have electric LH & RH door locks.
l) Dual mirrors shall be heated & motorized and door mounted; 7.5” x 14” w/ chrome shell; LH/RH
heated convex mirrors 7.5” x 7”.
m) Shall have one single convex mirror 7 ½” square located on rider side, non-heated.
n) Shall have exterior aerodynamic sun visor w/ integral marker lights; 2” rubber wheel well fender
extension; severe service reinforcements.
o) Shall have LED headlamps; electric backup alarm; junction box at end of frame.
p) The unit shall have circuit breakers for stop/brake/turn, tail lamp, high & low beams,
marker/clearance lamps, horn, fuel heat, gauges, wipers, air dryer, HVAC controls, panel lamps.
Some circuits will remain fuses.
q) The instrument panel shall have speedometer, tachometer, fuel gauge, engine coolant temperature
gauge, engine oil pressure, voltmeter, primary & secondary air reservoir gauges & air application
gauge.
r) DEF level gauge and warning lamp; engine hour meter and outside air temperature readouts.
s) Shall have self-cancelling turn signals w/column mounted headlight dimmer switch & intermittent
wiper control.
t) Shall have cab access contoured grab handles LH/RH, inside doorframe above dash.
u) Shall have daylight door.
v) Shall have bug screen mounted behind grille.
w) Shall have firewall mounted, HVAC system with air conditioning and cabin filter for accessibility.

x) Must have air line coupler & hose that reaches farthest axle to air up tires. This must be able to attach
to the main air tank with easy access to the driver.
y) Park brake alarm, Test exterior light, flashes all lights except backup lights, headlights on with wipers
on, windshield wiper speed control, force wipers to slow when park brake is set for a pre-determined
time.
12) PAINT:
DuPont Imron Polyurethane Enamel Orange (Spectra Master Yellow)
13) WARRANTY:
Warranty pricing MUST reflect pricing for a chassis to be used in a refuse application. Warranties
that are misquoted for use in a non-refuse application and are not of adequate coverage according to the
Original Equipment Manufacturer shall become the financial responsibility of the vendor.
14) SERVICE:
The vendor shall give any information as to how long they have been involved with the product, and how
they plan to support the vehicle after delivery. Provide hours of operation, mobile phone numbers for
after hour servicer and describe parts and services available. Warranty repair facility shall be within
75 mile radius of 1515 NW Saline Street, Topeka, Kansas.
COMPACTION UNIT:
1) GENERAL:
a. Packer body to be a minimum 25 cubic yard capacity, exclusive of the hopper.
b. Packer body capable of packing 1,000 pounds per cubic yard based on the average household
refuse.
c. Packer body must meet all applicable ANSI Z-245.1 safety standards.
d. Packer body must have at minimum of 6 inches of height above rear tandem tires no
exceptions.
e. Shall have one rear center mounted forged tow hook or “D” ring, rated for the weight of the
fully loaded truck
2) WARRANTY:
a. The unit as specified and all equipment, standard and optional, shall be completely assembled,
adjusted, installed and ready for use on a truck chassis furnished by others.
b. Bidder shall provide a (5) year warranty on hydraulic cylinders, (5) year warranty for defects
in materials and workmanship parts and labor from date of delivery including wiring and
electrical components wired in or connected to chassis or transmission or engine system shall
be covered for five (5) years parts and labor.
3) BODY CONSTRUCTION:
a. The roof and side sheets are to be one piece, 11ga 80,000-PSI minimum yield strength steel
throughout with no seams.
b. Roof and sides are to be joined together by a one-piece formed corner; 1/4" 50,000 PSI
minimum yield strength steel.
c. Body sides and roof must be curved design.
d. Clean out trough integrated across underneath entire front of packer body approximately 20”
wide x 10” tall, with doors & latches on both sides.
