HEATING FUEL AND
MAINTENANCE SERVICES BID


The Town of Charlestown is
presently accepting bids for the purchase of HEATING FUEL
and MAINTENANCE SERVICES to be delivered to the Town Hall, Police Station,
Public Works, CRCC, and Senior Center for the period of July 1, 2026, through
June 30, 2027. Sealed bids shall be
received no later than 3:00 PM on March 30, 2026 at the Town Clerk's Office,
4540 South County Trail, Charlestown R.I. 02813. Envelopes
shall be clearly marked in the lower left-hand corner
"HEATING FUELAND
MAINTENANCE SERVICES BID". Detailed specifications may be obtained at
the Town Hall, Department of Public Works, during the hours of 7:00 am through 3:00 pm, Monday through Friday, or on the Town
website at www.charlestownri.gov
Questions regarding the specifications should be directed to Michael DiCicco,
Director of Public Works at (401) 364-1230.
The Town reserves the right to reject any and all bids and to accept
that bid which it deems, in their sole judgment, to be in the best interest of
the Town.

DETAILED SPECIFICATIONS
FOR
HEATING FUEL AND MAINTENANCE SERVICES
Town of Charlestown
Invitation to Bid
Please submit prices in two formats, the “FIXED-PRICE” contract format, and the “TANK-CAR
PRICE” format. The “TANK CAR PRICE” shall be based on the Providence Journal of
Commerce Log Tank Car Prices and the price shall be configured in cents mark-up per gallon.
All prices shall include delivery fees and all applicable taxes for heating fuel delivered for the
period from July 1, 2026, through June 30, 2027. The bidder shall include with the bid, Proof of
Insurance, indemnifying the Town from all claims and actions resulting from the bidders
performance, in an amount not less than one million dollars ($1,000,000.00).
1. The bidder shall indicate the total FIXED-PRICE and “TANK-CAR” PRICE for the delivery
of heating fuel by the gallon, (anticipated annual consumption 8,000 gallons more or less).
Alternative purchase and service plans will be considered. Please include specifics.

2. The bidder shall indicate the size and number of vehicles involved in his delivery and service
fleet.

3. The bidder shall provide delivery within twenty-four hours of telephone notification by
the Town. The bidder shall provide an emergency number to be called during non-business
hours.

4. The bidder shall provide heat system maintenance and repair within two hours from
notification during regular work - day hours, and within four hours nights, weekends and
holidays.

5. The initial period of this bid award shall be from July 1, 2026, to June 30, 2027.
However, the Town reserves the right to extend the period of award for two additional (2)
years, upon agreement to the same by the vendor and the Town Council. Nothing herein
shall obligate the Town to any such extension. All bid prices contained within the
accepted proposal must be held for the original and extended term or terms, should said
agreement to extend the term or terms take effect.
