Heat Exchanger Pre-Procurement Project at the A.D. Pagorski Water Reclamation Facility

NOTICE TO BIDDERS
The Fox River Water Reclamation District (the "District") is accepting sealed Bids for the
Heat Exchanger Pre-Procurement Project (the "Project") at its A.D. Pagorski Water
Reclamation Facility (the "Project Site"). The Project consists of procurement of two (2) tube-in-
tube heat exchangers to be incorporated in its anaerobic digestion system. The VENDOR of the
heat exchangers will be contracted to provide specific Goods and Special Services related to
furnishing this equipment. This equipment will be installed under a separate Contract with a
CONTRACTOR to be selected by the District. The anticipated Delivery of Equipment date for the
Project is October 30, 2026.
Sealed Bids will be received until 2:00PM Central Time on April 8, 2026, on forms furnished
by the District, at the Administration and Laboratory Building of the Fox River Water Reclamation
District, 1957 North La Fox Street (Route 31), South Elgin, Illinois 60177. Immediately thereafter,
the Bids will be publicly opened and read aloud. Each Bid shall be accompanied by Bid Security
in an amount not less than ten percent (10%) of the Bid, payable to the Fox River Water
Reclamation District.
Bidding Documents may be obtained in person at the District at its Administration and
Laboratory Building, 1957 North La Fox Street (Route 31), South Elgin, Illinois 60177, or may be
mailed or emailed upon request by contacting Tim Gualandri, District Engineer, by email at
tgualandri@frwrd.com or by telephone at (847) 429-4067. A non-refundable fee of $100.00 in the
form of a certified or bank check shall be required to obtain printed documents. Additional shipping
charges may apply for mailed documents.
The District reserves the right to reject any and all Bids, or parts of any and all Bids, to waive
any technical errors or omissions in any Bid, to modify or eliminate the scope of work, to award all
or part of the scope of work, and to accept any Bid in its entirety or any part thereof if, in the judgment
of the District, the best interests of the District will be promoted thereby. Bids shall not be withdrawn
and shall remain subject to acceptance for a period of thirty (30) days after the Bid opening date.
