The City of Reading (City) is seeking bid/proposals to supply Healthy Homes to provide remediations of health and safety hazards within a home and Older Adult Home Modification to provide eligible seniors with essential home modifications that enhance safety, accessibility, and independence, enabling them to remain in their homes and age in place to the City’s Community Development department a s further detailed throughout this RFQ in clusive of all tasks, deliverables and/or products required herein. If the City makes an award in connection with the bid/proposal, Attachmen t C “ Contract” and all terms and conditions of thi s RFQ a s well as all documents incorporated therein, shall form the entire agreement between the City and the successful Bidder.
Background
The City of Reading is seeking bids from multiple qualified general contractors who are licensed, bonded, and insured to provide residential home modification services under the City’s Older Adult Home Modification Program and Healthy Homes Program. The scope of work shall consist of the remediation of health and safety hazards within residential units and/or the installation of adaptive home-use equipment and limited mobility modifications. Work may include, but is not limited to, correction of general health and safety hazards, plumbing and electrical hazard remediation, roofing repairs or replacement, window repair and replacement, installation of graded ground ramps, repair of uneven outdoor walkways, installation of grab bars and bathroom handrails, installation of comfort-height toilets, installation of easy-to-use faucet levers, removal or repair of flooring that creates tripping hazards, and installation of accessible cabinet pull-out drawers and shelving. The contract program anticipates the modification of approximately seventy-five (75) units effective April 1, 2026 to November 1, 2027. Work will be assigned on an individual unit basis, and selection as an awarded contractor does not guarantee assignment of work, as the City reserves the right to assign work at its sole discretion.
The City will invite (via email) all awarded vendors of this RFQ to all upcoming projects. Each awarded vendor will have the opportunity to have a walk through to determine what goods/services are required to complete the modification and shall submit their proposal for review. Pricing and timeframe shall be the main focus for awarded the project.
In the event a successful Bidder is assigned work, and the quote/proposal exceeds $5,000 the contractor shall provide payment and performance bonds in the amount of 100% of the quote/proposal prior to commencement of work.
The contractor shall work with a team of licensed Occupational Therapists to ensure all work meets the unit's needs.
