Project Description: The City of Cincinnati utilizes Third Party Administration (TPA) services to support the administration of various, continuous benefits including Flexible Spending Account (FSA)/Health Savings Account (HSA)/Health Reimbursement Account (HRA) administration, the Integrated HRA Medical benefit, and COBRA administration to assist in the coordination, administration, and federal compliance of benefits post-employment. This RFP may result in more than 1 contract so please clearly indicate on which scope of services you are intending to bid.
INTEGRATED HRA The City’s Integrated Health Reimbursement Arrangement (HRA) is currently offered to benefit eligible employees who have access to non-city eligible group health benefits. The HRA provides reimbursement of (1) the difference in premiums between the other health plan and the city’s health plan and (2) health plan deductibles, co-pays, co-insurance and other out of pocket expenses allowable under the other health plan, to those employees and their families who meet the program qualifications. This is a specialized service that is a “medical plan” under IRS guidelines and the vendor will be expected to fully comply with all IRS and ACA requirements in the same manner as any other medical plan.
