Invitations are extended to qualified Bidders to initially proposal for the following project:

Proposals will be accepted by U.S. mail, express mail, or in person at the Warren Township Town Hall, 46 Mountain Boulevard, Warren, New Jersey 07059 (ATTN: PURCHASING DEPARTMENT) until August 27, 2025 at 11:00 A.M. The Township of Warren (hereinafter "Township") shall not be responsible for any proposal mailed which is lost in transit or delivered late by the Postal Service, or similar delivery service. All proposals must be presented in fully and completely sealed envelopes which are clearly marked "Proposals enclosed Health Insurance Consultant/Broker Services,” attention to Purchasing Department, 46 Mountain Boulevard, Warren, New Jersey 07059. No proposal will be received after the time and date specified. After receipt of proposals, no proposal may be withdrawn within sixty (60) days after the date of the proposal opening except as provided herein. The proposal of any consultant who consents to an extension may be held for consideration for a longer period of time as may be agreed upon between consultant and the Township.
All proposals must be on the proposal forms provided by the Township of Warren in the Proposal Packet. Proposal proposals and all required documents included in the Proposal Packet must be completed and submitted by the date as set forth above. Specifications and proposal forms may be obtained at the Town Hall Purchasing Office, Township of Warren, between the hours of 8:30 a.m. and 3:30 p.m. Monday through Friday.
Any prospective consultant that wishes to challenge a proposal specification shall file such challenge, in writing, with the contracting agent no less than three business days prior to the opening of the proposals. Challenges filed after that time shall be considered void and having no impact on the contracting unit or the award of a contract.
The Township reserves the right to reject any or all proposals in accordance with the requirements of N.J.S.A. 40A:11-13.2, and to waive immaterial informalities, or to accept any proposal which, in the opinion of the Township of Warren, will be in the best interest of the Township.
The selected consultant, will, within three (3) days of award of the proposal, enter into the contract attached to the proposal packet with the Township.
All consultants must comply with N.J.S.A. 10:5-31, et seq., entitled "An Act Relating to Affirmative Action in Relation to Discrimination in Connection with Certain Public Contracts and Supplementing the 'Law Against Discrimination'", N.J.A.C. 17:27, as amended from time to time; the Americans With Disability Act; New Jersey Antidiscrimination Provisions, N.J.S.A. 10:2-1; where applicable, the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25, et seq.; the New Jersey Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48, et seq.; and the New Jersey Business Registration Act, P.L. 2004, Chapter 57.
This proposal for services is being awarded through a “fair and open process” pursuant to N.J.S.A. 19:44A-20.4, et seq.
